The GATS and the globalizing public services: the case of Turkey and Türk Telekom [GATS ve küresellesen kamu hizmetleri: Türkiye ve Türk Telekom örneǧi]

This article attempts to explore the globalizing public services in the context of the gats. as an abstraction requirement,it analyzes globalization of public services via focusing on the telecommunication section of the gats. turkey and türk telekom are examined as the concrete case of this process. the basic assumption of the article is that public services rendered by the nation-state are being left to free competitive market conditions,and this process is shaped mainly by external dynamics. nevertheless,internal dynamics may affect the process as well.
