|
In the study,the concept of the salary relationship has been propounded in order to explain the salary phenomenon; the nature of salary and its dynamic of change in the historical process have been analyzed via this concept. for this purpose,in the article,real average civil servant salary has been calculated over the data set for the average civil servant salary for the years 1970-2008. this empirical data was combined with the other data sets and,the change in civil servant salaries in turkey in the said historical period was analyzed in the context of social and economic causality. contrary to the wage relationship,the salary relationship that emerges in the secondary distribution relations is the constitutive relationship between civil servant and the state. the similarity between these two relationships is that both the worker and civil servant maintain their life by selling their labor power. the foundation of the salary relationship on the secondary distribution relations is the basic dynamic that determines the real level of salaries. in turkey,in the process that began in 1980,civil servant salaries entered the age of poverty; civil servants got poor in an absolute and relative manner. a new process began in 1989 and the interest expenses-civil servant salaries discrepancy emerged over budget. the said discrepancy produced the social discrepancy between the bloc that made a living from high interest and civil servants. as a whole,the years 1970-2008 were the period,during which civil servants grew poor in real terms.
