چکیده    Contract employment,which was defined as a mode of employment in the code of civil servants 8o 657 for the first time,was introduced as an exceptional mode of employment,which would be resorted to in order to ensure the providing of services that could not be fulfilled by the existing civil servant cadre. here,the aim was to allow for the recruitment of staff with high qualifications required for specific programs or projects with high pay throughout the relevant programs or projects and,to terminate the contracts of those employees after the program or project was completed. however,starting the 1980s,the contract personnel employment tended to gradually increase to become the most preferred form of employment by from the 2002s,thus deviating from its original purpose. this study attempts to explore the emergence and prevalence of the contract employment; its quantitative increase,and how and by which means this form of employment has been gradually got closer to the civil servant status via coercive judicial decisions.
