The Evalution of Irrigation Associations Law in the Context of Producer and Financial Constraints

In turkey, an institutional and legal restructuring process is gone through under the name of building a participatory structure in irrigation management. this paper discusses the irrigation associations law no. 6172, which was put into effect on 22 march 2011, in terms of producer participation and financial constraints. the main findings of the study show that important problems may arise during this transformation; a truly participatory structure has not been achieved; adequate resources could not be created for services, and the financial burdens of the producers have become heavier. thus, it is suggested that the nature of irrigation services should be reconsidered within the frame of public service principles.
