اتحاد نرم: الگوی نوین اتحادسازی در روابط جمهوری اسلامی ایران و عراق

روابط جمهوری اسلامی ایران و عراق طی دوران پس از انقلاب اسلامی، از تقابل خونین در جنگ هشت ساله، پس از سقوط صدام حسین، به روابطی عمیق و چندجانبه متحول شده است. این دگردیسی و تغییر پارادایمیک، مساله‌ای علمی و بایسته پژوهش است. در این راستا پرسش اصلی پژوهش مطرح می شود که ماهیت اتحاد در روابط جمهوری اسلامی ایران با عراق در دوره پساصدام چگونه است ؟ یافته‌ های مقاله نشان می‌دهد که روابط جمهوری اسلامی ایران و عراق پساصدام، مبتنی بر اتحاد نرم بوده است. این اتحاد، با هدف مقابله با طیفی تهدیدات نوپدید، ایجاد شده و الزاما برای مقابله با تهدیدات سخت افزاری و کلاسیک یک کشور خاص نبوده است. اتحاد نرم بر مبنای اشتراکات چندجانبه دو کشور، در حوزه‌های گوناگون سیاسی، اقتصادی، فرهنگی و در لایه‌های مختلفی فروملی و ملی در بین دو کشور، نهادینه شده است. داده‌های خام در این مقاله با روش کتابخانه‌ای و استفاده از منابع معتبر گردآوری و با روش تحلیلی با رویکرد توصیفی-تحلیلی پردازش شده است.

soft alliance: a new model of alliance building in the relations between the islamic republic of iran and iraq

the relations between the islamic republic of iran and iraq during the period after the islamic revolution have transformed from a bloody confrontation in the eight-year war, following the fall of saddam hussein, into deep and multifaceted relations. this metamorphosis and paradigmatic change is a scientific issue and worthy of research. in this context, the main research question arises: what is the nature of the alliance in the relations of the islamic republic of iran with iraq in the post-saddam era? the findings of the article indicate that the relations between the islamic republic of iran and iraq after saddam have been based on a soft alliance. this alliance was created with the aim of countering a range of emerging threats and was not necessarily aimed at countering the hard and classical threats of a specific country. the soft alliance is institutionalized based on the multilateral commonalities of the two countries in various political, economic, and cultural fields, and at different sub-national and national layers between the two countries. the raw data in this article were collected using library methods and credible sources and processed analytically with a descriptive-analytical approach.
