فرآیند شکل‌گیری دیپلماسی شهری در روابط بین‌المللی (مطالعه موردی:کلان‌شهر تبریز)

در دنیای جهانی شده‌ی امروز،کلان شهرها به عنوان یکی از بازیگران نظام بین‌الملل در کنار دولت‌ها و... به نقش آفرینی و برقراری تعاملات بین‌المللی می‌پردازند. همچنین به عنوان بزرگترین مجموعه‌های انسانی، سهم به سزایی در گسترش و بهره‌برداری از «دیپلماسی شهری» دارند. رسالت دیپلماسی در دنیای امروز دیگر صرفاً تلاش برای جلوگیری از مخاصمات و برقراری صلح میان دولت‌ها نمی‌باشد. بلکه اهداف و کارکردهای مطلوب دیپلماسی از دایره امنیت و سیاست فراتر رفته و به حوزه‌های اقتصادی، اجتماعی، فرهنگی و رسانه‌ای وارد شده است. با توجه به موارد مذکور این پرسش مطرح می‌باشد که فرآیند شکل‌گیری دیپلماسی شهری در روابط بین‌المللی چگونه است؟ این پژوهش به روش تحقیق کیفی و از طریق مصاحبه با 22 نفر خبره‌ی مدیریت شهری و شهرداری‌های کلان‌شهر تبریز به روش گلوله برفی در سال 1401 انجام گرفته است. هدف مقاله حاضر فرآیند شکل‌گیری دیپلماسی شهری در روابط بین‌المللی است. تحلیل یافته‌ها نشان داد: بر اساس روش «تحلیل‌مضمون» حاصل از مصاحبه، از بین284 کد اولیه، 45 کد طبقه بندی شده،17 مضمون فرعی و شش مضمون اصلی شناسایی شد. این شش مضمون شامل مولفه‌های اصلی دیپلماسی شهری 1. فرهنگی 2. رسانه‌ای 3. علمی آموزشی 4. ورزشی 5. گردشگری و 6. دینی هستند که شاخص‌های آنها به عنوان عناصر دیپلماسی شهری کلان‌شهر تبریز شناسایی شدند. در نتیجه، عناصر شناسایی شده عمده‌ترین فرآیند شکل‌گیری دیپلماسی شهری را تشکیل داده و تداوم و همزمانی آنها منجر به توسعه دیپلماسی شهری کلان‌شهر تبریز با سایر شهرهای جهان به ویژه شهرهای خواهرخوانده می‌شود.

the process of city diplomacy formation in international relations; case study: tabriz metropolis
