چکیده
|
ترکیه و عربستان به عنوان دو بازیگر قدرتمند خاورمیانه، از تاثیرگذاری زیادی بر معادلات منطقه ای برخوردار هستند. روی کارآمدن حزب عدالت و توسعه در ترکیه درسال 2002، تحولاتی عمیق در سیاست خارجی ترکیه به وجودآورد. نظریات احمد داوود اغلو با «نئوعثمانیگرایی» شناخته شده است. با وقوع خیزشهای عربی در سال 2011، ماهیت روابط دو کشور که از زمان روی کارآمدن حزب عدالت و توسعه همکاری جویانه بوده، به رقابت و منازعه تغییر یافت و ترکیه و عربستان، هرکدام سیاست متفاوت و متضادی را نسبت به قطر در پیش گرفتند. سوال اصلی مقاله عبارت است از اینکه نوعثمانیگرایی چگونه بر روابط منطقهای ترکیه وعربستان (با تاکید بر قطر) تاثیرگذار بوده است؟ هدف اصلی مقاله، تبیین چگونگی تاثیر نئوعثمانیگرایی بر روابط منطقهای ترکیه وعربستان (با تاکید بر قطر) است. روش مورد استفاده در مقاله تحلیلی-توصیفی میباشد. نتیجهای که از مقاله حاصل میشود: تضاد منافع ترکیه-عربستان به واسطه بهار عربی وگفتمان اخوانی و سلفی، موجب ائتلاف ترکیه و قطر به دلیل حمایت این کشور از ایران در شورای همکاری خلیج فارس در سال 2017 شد.

Abstract
|
as two strong players in the middle east, turkey and saudi arabia greatly influence the regional equations. in 2002, the justice and development party’s rise to power in turkey profoundly changed the nation’s foreign policy. ahmet davutoğlu’s ideas are known as “neoottomanism”. the 2011 arab uprisings changed relations between the two countries from cooperation (since the justice and development party’s rise to power) to competition and conflict, with turkey and saudi arabia adopting different and opposing policies towards qatar. the main research question is, how has neoottomanism affected the regional relations between turkey and saudi arabia (emphasis on qatar)? the main research objective is explaining how neoottomanism affects the regional relationship between turkey and saudi arabia (emphasis on qatar). this descriptiveanalytical study concludes that due to qatar’s support for iran in the persian gulf cooperation council in 2017, turkey and saudi arabia’s conflict of interests on account of the arab spring and the muslim brotherhood and salafist discourse led to the turkeyqatar coalition.
