تحلیل و آسیب شناسی گزارش های نهادهای سازمان ملل متحد در خصوص نقض حقوق بشر در کره شمالی

بر اساس آمار رسمی سازمان ملل متحد، بیشترین قطعنامه ها و گزارش‌های نقض حقوق بشر، در خصوص کره شمالی تنظیم و منتشر شده است. محتوای اکثر گزارش‌ها به صراحت از نقض فاحش و گسترده حقوق بشر در کلیه ابعاد در این کشور حکایت دارند. هدف اساسی پژوهش، بررسی و سنجش میزان اثربخشی گزارش‌های حقوق بشری در تعدیل رفتار خاندان کیم در رعایت موازین جهانی حقوق بشر می باشد. با رویکردی توصیفی تحلیلی، ضمن بررسی عمده گزارش‌های منتشر شده و پاسخ دهی به این پرسش که گزارش‌های نهادهای سازمان ملل متحد، چه تاثیری در کاهش نقض حقوق بشر در کره شمالی داشته است؟ به تحلیل و آسیب شناسی رویه مقامات کره شمالی در برخورد با گزارش‌ها و میزان کارآمدی آنها در جهت احیای حقوق بشر پرداخته شده است. نتایج نشان میدهد که علیرغم صدور قطعنامه ها و گزارش‌های متعدد توسط  نهادهای حقوقی بشری ملل متحد، این کشور همچنان به نقض فاحش حقوق بشر ادامه می دهد. مهمترین عوامل چنین رویه ای توسط سران این کشور، به نوع زمامداری توتالیتری در داخل کشور، حمایت بین المللی توسط دولت چین و روسیه و مسلح بودن به سلاح های هسته ای و کشتار جمعی می باشد، لذا چنین عواملی باعث ناکارآمدی و کماثر شدن سازوکارهای گزارش‌دهی حقوق بشری برای توقف نقض حقوق بشر در این کشور شده است.

Analysis and Pathology of the Effectiveness of UN Bodies Reports on Human Rights Violations in North Korea

According to official UN statistics, most resolutions and reports of human rights violations have been prepared and published regarding North Korea. The contents of most of these reports clearly indicate widespread and gross violations of human rights in all aspects of the country. The main purpose of this article is to investigate and measure the effectiveness of human rights reports in modifying the behavior of the Kim dynasty in compliance with global human rights standards. With a descriptiveanalytical approach, while reviewing the major published reports and answering the question: what effect has the UN bodies reports had in reducing human rights violations in North Korea? Analysis and pathology of the behavior of North Korean officials dealing with reports and their effectiveness in restoring human rights has been addressed. The results show that despite the issuance of numerous resolutions and reports by UN human rights bodies, the country continues to commit gross human rights violations. The most important factors in such an approach by the country’s leaders are totalitarian rule in country, international support by the Chinese and Russian states, and producing nuclear weapons and mass killings. So, such factors have made human rights reporting mechanisms ineffective in stopping human rights abuses in the country.
