تبیین سیاست خارجی دونالد ترامپ در رویارویی با بحران هسته‌ای کره شمالی: واکاوی متغیرهای سطح تحلیل خُرد

فعالیت هسته‌ای کره شمالی به عنوان بحرانی مستمر از دوران جنگ سرد تاکنون ادامه داشته است. به ویژه که با دستیابی کره شمالی به موشک‌های بالستیک و قاره‌پیما بحران از منطقه شرق آسیا فراتر رفته، و موجب تنش و ناامنی در نظام بین‌الملل نیز شده است. ایالات متحده آمریکا که از ابتدا تاکنون برنامه هسته‌ای‌زدایی این کشور را در دستور کار سیاست خارجی خود در منطقه شرق آسیا قرار داده است، با روی کار آوردن دونالد ترامپ به عنوان چهل و پنجمین رئیس جمهور آمریکا سیاست‌های مصرانه‌تری را جهت خلع سلاح هسته‌ای این کشور به نمایش گذاشت، که جملگی از تهدید و تحریم تا مذاکره و توافق در نوسان بوده است. بنابراین با نگاهی به سیر تقابل و تعامل ترامپ با کره شمالی این سوال اساسی مطرح شد: که سیاست‌ خارجی دونالد ترامپ در رویارویی با بحران هسته‌ای کره شمالی چگونه قابل تبیین است؟ جهت پاسخ به این سوال با کاربست نظریه پیوستگی جیمز روزنا به واکاوی موضوع در سطح تحلیل خرد پرداختیم. یافته‌های پژوهش روشن کرد که منافع سیاسی، امنیتی و استراتژیک هریک از دو کشور موجب می‌شود که این بحران توسط دونالد ترامپ نیز لاینحل باقی بماند. در این پژوهش شیوه پرداخت به مسئله تبیینی_توصیفی بوده و گردآوردی اطلاعات به شیوه اسنادی است.

Explaining Donald Trump’s Foreign Policy on the North Korean Nuclear Crisis: An Analysis of MicroAnalysis Level Variables

North Korea’s nuclear activity has continued as a continuing crisis since the Cold War. In particular, with North Korea acquiring ballistic missiles and intercontinental ballistic missiles, the crisis has spread beyond the East Asian region, causing tensions and insecurity in the international system. The United States, which from the beginning has put North Korea’s nuclear disarmament program on its foreign policy agenda in the East Asian region, but With the inauguration of Donald Trump as the 45th President of the United States, he has pursued tougher policies to disarm North Korea, ranging from threats and sanctions to negotiations and agreements. So, looking at the course of Trump’s confrontation and interaction with North Korea, the fundamental question arose: how can Donald Trump’s foreign policy in the face of the North Korean nuclear crisis be explained? To answer this question, using the theory of James Rosenau, we examine the issue at the level of microanalysis. The research findings show that the political, security and strategic interests of each of the two countries make this crisis unresolved by Donald Trump. In this research, the method of paying attention to the problem is descriptivedescriptive and information is collected by documentary method.
