تحلیل آثار دکترین جوچه بر ماهیت و ساختار سیاسی دولت کره شمالی

نظام سیاسی کره شمالی متاثر از آموزهای سوسیالیسم، مکتب جوچه و دستاوردهای انقلابی کیم‌ ایل‌سونگ (رهبر اول) سازماندهی شده است. جوچه به معنای خوداتکایی است و تاکیده ویژه‌‌ای بر انسان و خودآیینی در تعیین سرنوشت دارد. هدف اساسی پژوهش با رویکردی توصیفی-تحلیلی، بررسی تاثیرات این دکترین بر قانون اساسی، ماهیت و ساختار سیاسی این کشور است. بنابراین پرسش اصلی مقاله آن است که دکترین جوچه چیست؟ چه مولفه‌هایی دارد و چه اثر بر ساختار سیاسی کره شمالی دارد؟ نتایج پژوهش نشان می‌دهد که دکترین جوچه با الهام از اندیشه‌‌های رهبر اول کره شمالی و با تکیه بر این مفهوم، از سه مولفه: استقلال در سیاست، خودکفایی در اقتصاد و خوداتکایی در دفاع ملی، تشکیل و مبنای زمامداری در این کشور شده است. علی‌رغم آثار مثبت این دکترین در رهایی ملت از استعمار ژاپن و عدم نفوذ بیگانگان در کشور، حفظ امنیت و ثبات جامعه، نتوانسته است در مسیر غایات و آرمان‌‌های خود قرار گیرد و به ابزاری در ید خاندان کیم قرار گرفته تا با سوء‌استفاده از مولفه‌‌های این دکترین، به اقتدارگری و سطله‌‌گری خود بر ملت و جامعه بپردازند و عملا نظام سیاسی کشور را به نظامی موروثی، غیردموکراتیک و ضدحقوق بشر تبدیل نمایند. در واقع، با سوء‌استفاده از مولفه‌‌های این مکتب، دستاوردی جز عقب‌ماندگی، نقض حقوق بینادین بشر، عدم توسعه، رویکرد نظامی‌گری و انزوای بین‌‌المللی برای ملت به بار نیاورده است.

Analyzing the Effects of the Juhce Doctrine on the Political Structure and Nature of North Korea

For various reasons, North Korea is known as a special country in the world. The North Korea’s political and legal system is organized under the influence of the socialism, the Johce, and the revolutionary achievements of Kim Il Sung (the first leader). Juche means selfreliance and has a special emphasis on man and selfdetermination. Inspired by the ideas of North Korea’s first leader and relying on this concept, Juche’s doctrine consists of three components: independence in politics, selfsufficiency in the economy, and selfreliance in national defense. The main purpose of this research, by using a descriptiveanalytical approach, is to follow the effects of this doctrine on the political structure and nature of this country. The results show that despite the positive effects of this doctrine on the liberation of the nation from Japanese colonialism and the lack of influence of foreigners in the country, maintaining the stability of society, has not been able to follow the path of its goals. The Kim family is trying to exploit the components of this doctrine, to exercise its authority and dominance over the nation and society and to practically turn the country’s political system into a hereditary, undemocratic and antihuman rights system. In fact, with the abuse of the components of this school, an achievement other than backwardness, violation of fundamental human rights, lack of development, international militarism and isolation have not worked for the nation.
