بازنمود استمرار فرهنگ راهبردی ایران در ساخت و بنیان سیاست منطقه‌ای جمهوری اسلامی

فرهنگ راهبردی در اکثر موارد در رابطه با مولفه‌هایی است که ارتباط گسترده‌ای را با روش جنگی مختص به یک کشور داشته باشد اما فرهنگ راهبردی، گستره‌ای وسیع‌تر را پوشش خواهد داد. در زمانه‌ای که بسیاری از تحلیلگران از ایجاد گسست در تاثیرگذاری مولفه‌های فرهنگ راهبردی ایران در دوره جمهوری اسلامی سخن می‌گویند می‌توان پیوست‌هایی نه چندان کم را نیز مشاهده نمود. سوال این است که پیوست‌های فرهنگ راهبردی ایران چگونه بر ساخت سیاست منطقه‌ای در دوره جمهوری اسلامی تاثیر گذاشته است؟ نتیجه کلی مقاله که با اتخاذ روش گفتمانی و تاریخی-تطبیقی و به‌کارگیری نظریه تحلیل گفتمان و سازه‌انگاری بدست آمده، نشان می‌دهدکه گفتمان جمهوری اسلامی منجر به تغییر دال مرکزی گفتمان حاکم بر ایران شد اما در عین حال، تاثیر بازتولید مولفه‌های فرهنگ راهبردی، در کنار سه متغیر کلان تاثیرگذار دیگر، منجر به بازتولید بنیان و سیاست‌هایی مشابه در قبال کشورها و نظم و نظام منطقه‌ای شده است. از این منظر هدف پژوهش آن است که نشان دهد برخی از سیاست‌های منطقه‌ای جمهوری اسلامی، بیش از آنکه با نوع حکومت مسلط در ایران مرتبط باشند، تحت تاثیر بازتولید مولفه‌های فرهنگ راهبردی ایران، مانند «تجربه ابرقدرت و امپراتوری بودن ایران»، «تنهایی تاریخی»، «محصور بودن میان دشمنان»، «نبرد دائمی خیر و شر»، «حضور در نظم ناعادلانه جهانی و قربانی بودن» و مواردی از این دست قرار دارند. بدین‌معنا که بستر و بنیان آنها را بازتولید فرهنگ راهبردی ایران تشکیل داده اما جهت و صورت ظاهری و به‌طور خلاصه نحوه کاربرد آنها، ارتباطی عمیق با دال مرکزی گفتمان حاکم بر ایران دارد

Reflections of the continuity of Iran’s strategic culture on construction and foundation of regional policies of the Islamic Republic of Iran

Strategic culture is often used in relation to factors that are closely related to the “Way of War” of countries but some analysts believe that strategic culture covers a wider range of issues. At a time when many analysts are talking about a chasm in the influence of factors of Iran’s strategic culture during the Islamic Republic, it is possible to see continuity too. The question is how Iran’s strategic culture has influenced the construction of regional policy during the Islamic Republic? The final conclusion of discussion, by adopting a discourse and historicalcomparative method and applying the theory of discourse analysis and constructivism, is that the discourse of the Islamic Republic led to a change in the Nodal Point of the ruling discourse in Iran, but at the same time, the effect of reproducing strategic culture factors along with three influential macro variables, it has led to the reproduction of the same policies towards countries and the regional system. From this perspective, the findings of this study indicate that a large number of Islamic Republic’s Regional Policies, rather than related to the type of the government in Iran, are influenced by the reproduction of factors of strategic culture like “The experience of being an empire”, “Historical loneliness”, “Being surrounded by enemies” and factors such these. In other words, their foundation is the reproduction of Iran’s strategic culture but how they are used, have a close relationship with the Nodal Point of the ruling Discourse.
