وعده های تحقق نیافته پیمان منع گسترش سلاح های هسته‌ای و چالش‌های پیش‌رو: تلاش برای بقاء یا فروپاشی تدریجی؟

چکیدهاز پیدایش پیمان منع گسترش سلاح‌های هسته‌ای قدرتهای اتمی با بی‌توجهی به دو رکن «خلع سلاح» و «انتقال فناوری صلح‌آمیز هسته‌ای» ضمن حفظ زرادخانه‌های خود، با اعمال فشار به سایر کشورها تنها بر بُعد «عدم اشاعه» تمرکز نموده و پیمان را با چالش‌های جدی مواجه ساخته‌اند. از سوی دیگر برخوردهای تبعیض‌آمیز به اختلاف نظر میان اعضای پیمان منجر شده و کلیت رژیم منع اشاعه را با خطر روبرو ساخته است. لذا برخی تحلیلگران با نگرانی نسبت به حفظ مشروعیت پیمان به دنبال راه‌حلی برای بقای این رژیم هستند. از این رو، مقاله حاضر با روشی تحلیلی توصیفی برآن است با رویکردی انتقادی ضمن بیان ماهیت، اهداف و ارکان اصلی پیمان، به معرفی مزایا، معایب و چالش‌های پیش‌رو پرداخته و بررسی نماید که آیا عدم توازن در توجه یکسان به ارکان سه‌گانه پیمان در نهایت به زوال آن منتهی خواهد گردید یا همچنان امیدی به بهبود و گسترش این رژیم وجود دارد؟ نتایج این تحلیل نشان می‌دهد با وجود عدم کسب موفقیت در خلع سلاح قدرت‌های هسته‌ای، به دلیل عواقب سنگین نبود پیمان، بعید به نظر می‌رسد با چشم پوشی از برخی دستاوردها، تلاشها جهت اصلاح این رژیم رها شده و درنهایت این موضوع به فروپاشی تدریجی پیمان بیانجامد.

Unfulfilled Promises of the Nuclear NonProliferation Treaty and the Challenges ahead: An Attempt to Survive or Gradual Collapse?

Since the emergence of the Nonproliferation Treaty, the nuclear powers by ignoring two pillars of “disarmament” and “transfer of peaceful nuclear technology” have simultaneously preserved their nuclear arsenals and posed serious challenges to the NPT by focusing only on its nonproliferation dimension and putting pressure on nonnuclear states. These discriminative behaviors have resulted in disagreement between the member states and seriously jeopardized the integrity of the regime. Therefore some scholars by expressing concern about its legitimacy are looking for a way to survive it. Therefore, the present article by using a descriptive analytical approach aims to analyze the nature, objectives and pillars of this treaty as well as present the pros, cons and challenges of the NPT. It would also try to evaluate whether imbalances in equal attention to the three pillars of the treaty will ultimately lead to its decline or there is still hope for improvement and expansion of this regime? The results of this paper reveals that despite the failure of complete nuclear disarmament due to the heavy consequences of its termination, it seems unlikely that by ignoring some of its achievements, efforts to reform this regime be abandoned and eventually lead to the downfall of the treaty.
