رویکرد ایالات متحده نسبت به استمرار توسعه اقتصادی-نظامی چین (مطالعه موردی دوران ریاست جمهوری دونالد ترامپ)

بررسی سیاست خارجی آمریکا نشان می‌دهد پس از جنگ سرد واشنگتن همواره نسبت به رشد هژمونی منطقه‌ای رقبا در نقاط مختلف جهان حساس بوده است. در این بین رشد چین در حوزه اقتصادی و تسری آن به حوزه نظامی از این واکنش مستثنی نبود. این رویکرد در دوران ریاست جمهوری دونالد ترامپ به شکل متمایزی و به طور ویژه در ابعاد اقتصادی دنبال شده است. این مقاله با روش توصیفی تحلیلی و گردآوری داده‌ها بصورت کتابخانه‌ای و اینترنتی به دنبال فهم سیاست خارجی ایالات متحده در قبال چین در دوره ریاست جمهوری ترامپ می‌باشد. براین اساس پرسش اصلی این مقاله آن است که رویکرد ترامپ نسبت به استمرار رشد چین را در چه قالبی می‌توان تبیین نمود؟ یافته‌های پژوهش نشان می‌دهند که علی‌رغم وجود تفاوتهای ماهوی نسبت به سایر روسای جمهور آمریکا، ترامپ مهار و کنترل چین را در قالب توامانی راهبرد موازنه ترکیبی تهاجمی پیگیری می‌کند. رویکرد موازنه ترامپ در چارچوب ویژگی‌های شخصیتی او، عمدتا در حوزه اقتصادی به‌صورت یکجانبه و از طریق جنگ تعرفه‌ای و تجاری با چین دنبال شده است. مهار رشد فزاینده اقتصادی چین از یک سو، در کنار افزایش قدرت نظامی‌گری (با تصاعد بودجه نظامی جهت ارتقای توان رقابتی نیروهای مسلح آمریکا) مهم‌ترین ارکان راهبرد موازنه ترامپ نسبت به چین را تشکیل می‌دهد. با این حال داده‌های آماری نشان از توفیق حداقلی ترامپ در مهار و کاهش رشد اقتصادی چین دارند. عدم کامیابی در محدودسازی پکن از سوی ترامپ، مسئله تحول در جایگاه و پرستیژ ایالات متحده در نظام بین‌الملل را در پی خواهد داشت.

U.S. approach to China’s Continued EconomicMilitary Development(Case Study: Donald Trump Presidency)

United States foreign policy reflects the postCold War era that Washington has always been sensitive to the growing regional hegemony of competitors around the world. In between China’s growth in the economy and its expansion into the military has not been separated from this reaction. This approach has been followed in Donald Trump’s presidency in a distinctive way, and particularly in economic terms. This paper uses a descriptiveanalytic method of data collection through library and internet to understand US foreign policy toward China during the Trump presidency. According to this, the main question of this paper is that in what form can Trumps approach to china’s growth be explained? The research findings show that despite the substantial differences with other US presidents in the postCold War era, Trump pursues China’s containment and control in the form of an offensive hybrid balance strategy. Trump’s balance approach within his personality traits has been largely pursued unilaterally in the economic sphere through the tariff and trade war with China. To counter China’s growing economic growth on the one hand, along with Increasing Military Power (With US Military Budget Increasing to Increase Competitive Capacity of US Armed Forces) the most important pillar of Trump’s strategy is China’s balance However, the statistical data show minimal success of Trump in curbing and slowing Chinese economic growth. It will have to do with the transformation of the status and prestige of the United States in the international system.
