مطالعه تطبیقی قراردادهای بهبود کارایی انرژی در ایران و اتحادیه اروپا

مصرف انرژی یکی از مهم‌ترین چالش‌های جهانی است که توجه ویژه سیاست‌گذاران انرژی را به خود جلب نموده است. قراردادهای بهبود کارایی انرژی نوعی قرارداد است که در آن یک شرکت خدمات انرژی (esco) متعهد می‌شود با بهره‌گیری از نوآوری‌ها و فن‌آوری‌های نوین، میزان مشخصی از صرفه‌جویی انرژی را برای کارفرما تضمین کند. سود این شرکت از محل صرفه‌جویی حاصل شده تامین می‌گردد. هدف این پژوهش بررسی تطبیقی قراردادهای بهبود کارایی انرژی در ایران و اتحادیه اروپا است. پرسش اصلی تحقیق این است که چه تفاوت‌ها و شباهت‌هایی میان این قراردادها در دو منطقه وجود دارد و این تفاوت‌ها چه تاثیری بر موفقیت اجرای آنها گذاشته‌اند. روش پژوهش توصیفی- تحلیلی بوده و اسناد و قوانین مرتبط با این قراردادها در ایران و اتحادیه اروپا بررسی شده است. یافته‌های تحقیق نشان می‌دهد که اتحادیه اروپا، (به‌ویژه کشورهایی مانند آلمان و فرانسه)، به دلیل برخورداری از چارچوب قانونی جامع و بازارهای توسعه‌یافته، تجربه موفقی در اجرای این قراردادها دارد. این کشورها توانسته‌اند با استفاده از دستورالعمل‌های قانونی نظیر دستورالعمل 2012/27/eu به کاهش چشمگیر مصرف انرژی و توسعه بازار انرژی‌های پاک دست یابند. در مقابل، ایران هنوز در مراحل ابتدایی اجرای این نوع قراردادها می‌باشد. همچنین مشارکت بخش خصوصی در این حیطه محدود است. اگرچه هر دو منطقه از مزایای تضمین صرفه‌جویی انرژی برخوردارند، اما تفاوت‌های ساختاری و اجرایی میان آنها چشمگیر است. این پژوهش نتیجه‌گیری می‌کند که ایران نیازمند اصلاح و تقویت چارچوب‌های قانونی و جذب سرمایه‌گذاری‌های بیشتر از بخش خصوصی است تا بتواند بهبود قابل توجهی در کارایی انرژی خود ایجاد نماید.
