شناسایی و اولویت بندی مشکلات و موانع اجرائی گازرسانی به صنایع استان یزد با استفاده از روش ماتریس مقایسات زوجی

هدف از پژوهش حاضر شناسائی و اولویت بندی مشکلات و موانع اجرائی در اجرای کامل بند ق در خصوص گازرسانی به واحدهای صنعتی و تولیدی مصرف کننده سوخت مایع می باشد. از نظر نوع روش شناسی، پژوهش حاضر از نوع کاربردی -پیمایشی محسوب می‌شود. استراتژی پژوهش از نوع آمیخته اکتشافی است. به‌طوری که در مرحله اول روش کیفی با تکنیک تحلیل مضمون و در مرحله دوم روش کمّی و تکنیک ماتریس مقایسات زوجی مورد استفاده قرار گرفته است. جامعه آماری 12 نفرشامل خبرگان شرکت گاز استان یزد و صاحبان صنایع استان یزد می باشند. نمونه آماری به روش هدفمند قضاوتی و با روش گلوله برفی انتخاب شده است. ابزار مورد استفاده در پژوهش مصاحبه و پرسشنامه می باشد که به ترتیب در مرحله اول و دوم پژوهش استفاده شده است. نتایج پژوهش نشان می دهد که مشکلات و موانع اجرائی اصلی را می توان به ترتیب اولویت درپنج دسته مانع شامل: نقدینگی، تامین کالا، عدم استقبال متقاضیان، انتخاب پیمانکار و مهندسی، طراحی واجرا دسته بندی نمود. ضمناً در هر دسته عوامل فرعی نیز شناسائی گردید. استفاده از نتایج تحقیق در شرکت های گاز استانی در خصوص رفع موانع اجرایی جزء پیامدهای عملی پژوهشی حاضر می باشد. شناسایی موانع و مشکلات اجرایی گازرسانی به صنایع برای نخستین با رویکرد آمیخته انجام گرفته است.

identifying and prioritization of problems and executive barriers of gas supply to industries in yazd province with pairwise comparison matrix method

the aim of this study is to identify and prioritize the problems and barriers in the full implementation of article k concerning gas supply to industrial and production units consuming liquid fuel. in terms of methodology, the present study is an applied-survey type. the research strategy is of the exploratory synthesis type. in the first stage, the qualitative method has been used with the content analysis technique and in the second stage, the quantitative method and the pairwise comparison matrix technique have been used. the participants were 12 experts of yazd province gas company and industry owners of yazd province. the participants were selected by purposive judgmental and snowball method. the instruments used for collection of data were interviews and questionnaires in the first and second stages of the research, respectively. the results showed that the main problems and executive barriers can be categorized in order of priority in five categories, respectively: liquidity, supply of goods, lack of applicants’ acceptance, selection of contractor and engineering, design and implementation. in addition, sub-factors were also identified in each category.
