کاهش وابستگی آمریکا به واردات نفت و گاز، پیامدهای آن بر سیاست‌های این کشور در نظام بین‌الملل

این مقاله قصد دارد ابتدا اهمیت استقلال نفتی ایالات متحده و پیامدهای آن بر استراتژی خارجی ایالات متحده در سیاست بین الملل را توضیح دهد. ثانیاً ، پیامدهای این سیاست انرژی بر سیاست خارجی ایالات متحده در زمینه سیستم بین المللی مورد بررسی قرار می‌گیرد. فرضیه پرداختن به این سوالات، با استفاده از نظریه نو واقع‌‌گرایی مطرح شده است. بر این اساس، به دنبال استقلال نفتی دولت ایالات متحده، آسیب پذیری این کشور در برابر تحولات ژئوپلیتیک مناطق نفت‌‌خیز، به ویژه خاورمیانه و شمال آفریقا کاهش یافته و برتری ایالات متحده در رقابت با قدرت‌‌هایی مانند چین و روسیه تقویت شده است. در این راستا، اعمال تحریم‌‌های اقتصادی علیه تولیدکنندگان بزرگ نفت جهان مانند روسیه، ایران و ونزوئلا، ایجاد جنگ تجاری با چین، تشدید درگیری‌‌های اجتماعی و جنگ در خاورمیانه و اعمال فشار بر اوپک برای تصمیم‌‌گیری به نفع نفت شیل بیشتر تولید نفت یکی از مهمترین اجزای سیاست خارجی ایالات متحده در جهت دستیابی به استقلال نفت است. بر مبنای روش تحلیل نو واقع‌‌گرایانه، منابع انرژی، عناصر مهم برای قدرت دولت به حساب می‌‌آیند به گونه‌‌ای که هر اندازه یک دولت دارای منابع بیشتری باشد از قدرت و امنیت بیشتری برخوردار خواهد بود. نتایج این مطالعه نشان می‌دهد که تلاش ایالات متحده برای بهره برداری از منابع غیرمتعارف نفت و گاز از طریق انقلاب تکنولوژیکی در چارچوب استراتژی خودکفایی در تولید انرژی برای به حداکثر رساندن قدرت و امنیت و کاهش آسیب پذیریهای ژئوپلیتیکی در جهت حفظ هژمونی کشور در سیستم بین المللی است. با افزایش تولید نفت و گاز در ایالات متحده، وابستگی اقتصادی و سیاسی آن به سایر مناطق و کشورها کاهش یافته و این کشور توانسته است آسیب پذیری‌های خود را در طراحی و پیشبرد سیاست‌‌های هژمونیک کاهش دهد.طبقه بندی jel: f5, f50, f51, f52, f68کلید واژه‌ها: ایالات متحده آمریکا، انقلاب تکنولوژیکی، نو واقع‌‌گرایی، وابستگی، واردات نفت و گاز.

Reducing the U.S dependency on oil and gas imports, implications for its policies in the international system

This paper aims to firstly explain the significance of the U.S oil independency and its consequences on the U.S foreign strategy in international politics. Secondly, the implications of this energy policy on the U.S foreign policy in the international system context is examined. The hypothesis to address these inquiries is postulated using neorealism theory. Accordingly, following oil independency by the U.S government has lowered vulnerability to geopolitical developments in oilrich regions, particularly Middle East and North Africa (MENA), and has reinforced the hegemony of the U.S in rivalry with rising powers, namely China and Russia. In this direction, imposing economic sanctions against large world oil producers such as Russia, Iran and Venezuela, sparking trade war with China, escalating social conflicts and war in the Middle East, and decide to benefit of further shale oil production are among the most important components of the U.S foreign policy toward oil independency accomplishment. According to the neorealistic method of analysis, energy resources are important elements of power in international system and proportionally, more energy production will lead to more power and security for states. The results of this study show that the U.S effort to exploit unconventional oil and gas resources through the technological revolution is in the framework of a strategy of selfsufficiency in energy production to maximize its power and security and to reduce geopolitical vulnerabilities in terms of dependence on the energy supply needed to maintain the country #39;s hegemony in the international system. As the U.S energy supply increases, its economic and political dependence on other regions and countries has diminished and the country has been able to reduce its vulnerabilities in designing and advancing hegemonic policies.JEL Classification: F5, F50, F51, F52, F68Keywords: United States, Technological Revolution, Neorealism, dependency, oil and gas imports.
