چکیده
|
تولید، عرضه و قیمت‌گذاری گاز طبیعی در ایران در انحصار دولت (وزارت نفت) است و با توجه به اینکه نیروگاه‌های تولید برق تقاضای مشتقه دارند (یعنی از برق به‌عنوان نهاده استفاده می‌کنند تا نیاز مصرف‌کنندگان نهایی برق را پاسخ دهند)، قیمت‌گذاری گاز طبیعی برای نیروگاه‌ها حائز اهمیت فراوانی است. این مطالعه به دنبال ارائه روشی برای قیمت‌گذاری بهینه گاز طبیعی برای نیروگاه‌های ایران است. در روش پیشنهادی شرایط تولید گاز و بازار نهایی مصرف برق در نظر گرفته می‌شود و سپس با استفاده از روش قیمت‌گذاری رمزی، قیمت گاز محاسبه و برای دوره زمانی 1368 تا 1395 برآورد می‌شود. تجزیه و تحلیل داده‌ها شامل سه بخش است: اول، تخمین کشش قیمتی تقاضای گاز نیروگاه. دوم، محاسبه بازدهی مقیاس تولید گاز طبیعی و محاسبه هزینه نهایی تولید گاز طبیعی و سوم، محاسبه قیمت رمزی گاز تحویلی به نیروگاه‌ها. قیمت عرضه هر مترمکعب گاز طبیعی به نیروگاه‌ها در سال 1394 معادل 800 ریال بوده است. درحالی‌که در این مطالعه، قیمت گاز طبیعی برای سال‌های 1394 و 1395 برای نیروگاه‌ها به ترتیب برابر با 8589.71 و 9377.91 ریال بر مترمکعب برآورده شده است، در نتیجه قیمت‌های جاری برای گاز طبیعی در بخش نیروگاه‌های برق فاصله زیادی با قیمت‌های بهینه دارد.

Natural Gas Pricing for Power Plants

Abstract
|
The production and supply of natural gas in Iran is monopolized in the hands of the Ministry of Petroleum and prices are set by administrative decisions. However, given that gas based power plants use it as an input to meet the needs of end users of electricity, optimal price of natural gas is related to the final price of electricity. We use time series data for the period 1989 to 2016 to estimate the price elasticity of gas demand. We first estimate the price elasticity of gas demand. We then calculate the efficiency of natural gas production at scale and calculate the final cost of the natural gas produced. We then calculate the coded price of gas delivered to power plants. The actual cost of supplying one cubic meter of natural gas to power plants in 2015 was 800 Rials. The natural gas prices based on estimated Ramsey price for the years 2015 and 2016 for the gas delivered to the power plants are 8589.71 and 9377.91 Rials per cubic meter respectively.
