شناسایی و اولویت‌بندی روش‌های موثر وصول بهینه مطالبات گاز بهاء از مشترکین مصارف خانگی، تجاری و صنعتی (مطالعه موردی: استان لرستان)

بخش عظیمی از سرمایه گذاری ها، طراحی و برنامه ریزی در صنعت گاز منوط به وصول به‌موقع بهای گاز مصرفی می باشد. شرکت های گاز به‌عنوان بدنه اصلی توزیع، فروش و خدمات پس از فروش نقش بسیار تعیین‌کننده‌ای را در وصول مطالبات بر عهده دارند. شرکت گاز استان لرستان با مشکلات متعددی در این خصوص از جمله تشدید مطالبات معوقه شرکت، افزایش مشترکین بدهکار و عدم پرداخت بهای گاز مصرفی توسط برخی از مشترکین مواجه است. به‌طوری‌که نیازمند اتخاذ روش‌های عملی جدید برای وصول حداکثری مطالبات می‌باشد. هدف تحقیق حاضر، شناسایی و اولویت‌بندی روش‌های عملی وصول بهینه مطالبات گاز مصرفی از مشترکین خانگی، تجاری و صنعتی در استان لرستان است. این تحقیق به‌صورت میدانی و با استفاده از ابزار پرسشنامه انجام شده است. پرسشنامه ها به روش نمونه گیری خوشه ای تصادفی در بین جامعه آماری توزیع و پس از تکمیل جمع آوری گردید. گویه های پرسشنامه در چهار روش تنبیهی، تشویقی، مهارتی و ابداعی دسته بندی گردیده است. تجزیه و تحلیل داده ها با استفاده از روش معادلات ساختاری در قالب نرم‌افزار لیزرل انجام شد. در نهایت، روش‌های بهینه وصول مطالبات گازبهاء به تفکیک بخش‌های خانگی، تجاری و صنعتی استخراج شده و پیشنهاد‌ها لازم ارائه گردید.

Identifying and Prioritizing Effective Methods for Optimal Receipt of Gas Bills from Household, Commercial and industrial Users (Case Study: Lorestan Province)

A large part of investments, design and planning in the gas industry depends on the timely receipt of gas bills. Accordingly, gas companies as the main body of distribution, sale and aftersales services, assign an important role to timely receipt of gas bills. In this connection the Lorestan Gas Company faces a serious problem of nonpayment of its bills by different categories of users. It thus needs to adopt new and practical methods for timely and adequate payment of gas bills. The purpose of this study is to identify and prioritize effective and practical methods for optimal collection of gas bills from household, commercial and industrial customers in Lorestan province. This research was conducted in the field using a questionnaire. Questionnaires were distributed among a carefully selected representative sample through use of random cluster sampling. The questionnaire included the four methods of punishment, incentives, staff skills and innovation for increasing receipts.
