بررسی تاثیر شوک‌های نفتی بر اشتغال در کشورهای صادرکننده و واردکننده نفت

در این مطالعه تاثیر شوک های قیمتی نفت بر اشتغال کشورهای منتخب صادرکننده و واردکننده نفت بررسی شد. در این بررسی از داده های سالانه طی دوره زمانی 2014-2000 و مدل های اقتصاد سنجی فیلتر کریستیانو فیتز جرالد و فیلتر باکستر کینگ برای محاسبه شوک های قیمتی نفت و از مدل پانل دیتا برای برآورد مدل استفاده شده است. نتایج مطالعه نشان می دهد که: اولاً: در کشورهای صادرکننده، اشتغال تحت تاثیر شوک های قیمت نفت بوده و به طور مستقیم از آن تاثیر می پذیرد. لذا در این کشورها با افزایش قیمت نفت، درآمدهای نفتی افزایش یافته و اشتغال افزایش می یابد و بالعکس. لذا این کشورها باید از فرصت افزایش قیمت نفت جهت رونق اقتصادی و افزایش اشتغال کمک گرفته و از آنجایی که کاهش قیمت نفت باعث کاهش اشتغال در این کشورها می شود. بنابراین کشورهای صادرکننده نفت بایستی جهت مقابله با آثار منفی کاهش قیمت نفت بر اشتغال در اقتصاد خود تدابیر لازم را بیاندیشند. ثانیاً: در کشورهای واردکننده نفت شوک های نفتی تاثیر معناداری بر اشتغال در این کشورها نداشته و نوسانات اشتغال طی این سال ها تحت تاثیر عوامل دیگری بوده است. اشتغال در این کشورها رابطه مستقیمی با تولید و رابطه غیرمستقیمی با نرخ بهره و دستمزد داشته است. بنابراین، نحوه تاثیرگذاری نوسانات قیمتی نفت بر اشتغال کشورها، بسته به این امر که کشور مورد نظر عرضه کننده یا تقاضا کننده در بازارهای جهانی نفت باشد، متفاوت است.

Investigating the Impact of Oil Shocks on Employment in the Oil Exporting and Importing Countries

this study examines the impact of oil price shocks on the employment of selected oilexporting and oilimporting countries. To this end, the annual data for the period 20002014 and the econometric models of Christiano and Fitzgerald Filter, BakstrKing Filter have been used to calculate the oil price shocks and the panel data model is used to estimate the model and data analysis. The results of this study can be summarized as follow: Firstly, in the exporting countries, the employment is affected by oil price shocks and is influenced by it directly. Hence, in these countries as the oil price increases, the oil revenues rises and the employment increase consequently, and vice versa. There fore these countries should utilize the opportunity of oil price increase for the economic prosperity and the rise of employment. Since lower oil price leads to the decrease of employment, therefor oilexporting countries should deal with the negative effects of lower oil price over the employment and to consider the necessary thoughts about them. Secondly, the oil price shocks in oilimporting countries have not high significant impact on employment, so the changes and fluctuations in the employment of understudy countries had been affected by other factors. Thus, the impact of the oil price fluctuations on employment depends on the place of the countries in world oil market as supplier or demander.
