ارائه الگویی برای مقررات‌گذاری اقتصادی شرکت‌های توزیع برق ایران

در کنار ضرورت آزادسازی قیمت در صنعت برق، مقررات گذاری بخش هایی که هنوز ساختار انحصاری خود را حفظ می کنند، الزامی است. مقررات گذاران به منظور بهبود کارایی این بخش ها و تشویق کاهش هزینه های آن ها، معمولاً از روش های مقررات گذاری انگیزشی استفاده می کنند که مبتنی بر ارزیابی عملکرد است. با عنایت به ساختار انحصاری شرکت های توزیع برق ایران، مطالعه حاضر به دنبال ارائه الگویی برای مقررات گذاری اقتصادی این شرکت هاست. با توجه به محدودیت هایی که برای مقررات گذاری در کشورهای در حال توسعه مانند ایران وجود دارد، همچنین با توجه به ترتیب مراحل مقررات گذاری، کاستی های هر یک از روش های مقررات گذاری و نیز ویژگی های نهادهای مقررات گذار در ایران، در نهایت روش سقف درآمد برای مقررات گذاری شرکت های توزیع برق ایران انتخاب شده است. همچنین از بین رویکردهای مختلف سقف درآمد، رویکرد ساختار مجزا برای مقررات گذاری شرکت های توزیع برق مناسب تر تشخیص داده شده و برای دوره 5 ساله 1399-1395 پیشنهاد شده است. با توجه به اینکه بخش انگیزشی این رویکرد، در هزینه های عملیاتی قرار دارد و با عنایت به این مسئله که هزینه های عملیاتی بخش بزرگی از کل هزینه های توزیع برق را شامل می شوند، هزینه های عملیاتی کارا برای شرکت های توزیع برق ایران طی سال 1395 محاسبه گردیده است که مطابق رویکرد طراحی شده می تواند برای سال های 1399-1396 بسط یابد.

Economic Regulation Design for the Electricity Distribution Companies of Iran

In addition to the necessity of liberalizing the price of the various sectors of electricity, the regulation of sectors that still maintain their own monopoly structure is mandatory. In order to improve the efficiency of these sectors and encourage their cost reduction, incentivebased regulatory approaches are used which rely on performance evaluation. Due to the monopolistic structure of Iran's electricity distribution companies, this study is looking to provide a design for the economic regulation of these companies.Regarding the limitations of regulation in developing countries like Iran, orders of the regulation process, the shortages of each method of regulation, and characteristics of regulatory bodies in Iran, revenue cap regulation method has been chosen to as the best method for the regulation of electricity distribution companies of Iran. Also, among the different approaches of revenue cap method, building blocks approach is identified as the suitable way and offered for the period of 20162021. Considering that the incentive part of this approach is on operational costs, which contain the huge part of total costs of electricity distribution companies, the efficient operational costs are calculated for 2016, which could be extended for 20172021 using the designed approach.JEL Classification: L43, L51, L94.Keywords: Economic Regulation, Revenue Cap Method, Building Blocks Approach, Electricity Distribution Companies, Iran.
