تبیین مرحله پیاده‌سازی الگوی تدوین رهنامه نظامی ج.ا.ایران

رهنامه نظامی راهبردی، قواعدی بنیادی و چارچوب نظام‌مند و اصول ریشه‌ای است که حاصل دانش، تجربه، مطالعه، تحلیل و آزمایش گردآوری‌شده و چگونگی به‌کارگیری توانمندی‌ها به‌منظور دستیابی به هدف‌های نظامی و در کل چگونگی جنگیدن نیروهای مسلح در صحنه جنگ را مشخص می‌نماید. با بررسی فرایندهای گوناگون مطالعات داخلی و تطبیقی، الگوی تدوین رهنامه نظامی ج.ا.ایران شامل پنج مرحله اساسی، گرد‌آوری اطلاعات؛ طرح‌ریزی؛ تولید؛ پیاده‌سازی و بازخورد ارائه گردیده که بُعد (مرحله) پیاده ‌سازی از اهمیت زیادی برخوردار می‌باشد.هدف این مقاله تبیین مرحله پیاده‌سازی الگوی تدوین رهنامه نظامی ج.ا.ایران می‌باشد. تحقیق از نوع کاربردی توسعه‌ای است و رویکرد آن آمیخته و از روش موردی زمینه‌ای استفاده شده است. و روش گرد‌آوری اطلاعات، کتابخانه ای و میدانی است. داده های تحقیق با تحلیل محتوا تجزیه‌و‌تحلیل گردیده است. قلمرو مکانی این تحقیق کشور ج.ا.ایران و قلمرو موضوعی آن در سطح راهبردی است. حجم جامعه نمونه با جامعه آماری منطبق بوده و تمام‌شمار و به تعداد 30 نفر انتخاب گردیده است. نتایج بیانگر آن است که مهم‌ترین عوامل بُعد (مرحله) پیاده سازی رهنامه شامل پنج عامل (ساختار سازمانی موردنیاز، فناوری موردنیاز، تربیت و آموزش، تدوین/ اصلاح راهبرد و راهکنش‌ها (تاکتیک‌ها) و تهیه طرح‌ها) و 12 زیرعامل (سازماندهی، برش‌های (راهبردی، عملیاتی و راهکنشی)، تجهیزات، فرایندها، روش‌ها، آموزش انفرادی، آموزش یگانی، بازدارندگی، آفندی، پدافندی، عملیاتی و توسعه‌ای) می ‌باشد.

Explaining the Implementation Stage of the Formation Pattern of the Military Doctrine of the Islamic Republic of Iran

The Strategic Military Guide refers to the basic rules and systematic framework and principles that result from knowledge, experience, study, analysis and testing, and the way to use capabilities to achieve military objectives and in general the way the armed forces fight on the battlefield. By examining the various processes of internal and comparative studies, the formation pattern of the military doctrine of the Islamic Republic of Iran, includes five basic stages: Gathering information, planning, manufacturing, implementation and feedback provided. The dimension (stage) of implementation is very important among these five stages. The aim of this research is to explain the implementation stage of the formation pattern of the military guide of the Islamic Republic of Iran. This research is an applieddevelopmental one and it has used a mixed and casecontextual approach. The research data were analyzed by content analysis. The spatial territory of this research is Islamic Republic of Iran and its thematic territory is at the strategic level. The size of the sample population is consistent with the statistical population and a sample of 30 individuals have been selected. The results indicate that the most important factors regarding the dimension (stage) of the implementation of the guideline include five factors (the required organizational structure, required technology, training, formulation/ improvement of strategy and tactics, and preparation of plans) and 12 subfactors (organization, sections (Strategic, operational and strategic), equipment, processes, methods, individual training, unit training, deterrence, offensive, defense, operational and development).
