معرفی الگویی برای روش‌شناسی، ارزیابی و انتخاب فناوری در پروژه‌های تحقیق و توسعه نظامی (مطالعه موردی: یکی از مراکز تحقیقاتی نظامی)

پژوهش حاضر باهدف معرفی یک روش به‌منظور انتخاب مناسب‌ترین فناوری نظامی از میان فناوری‌های شناسایی شده جهت اکتساب آن از راه پروژه‌های تحقیق و توسعه، ارائه گردیده است. بنابراین، برای دستیابی به این مهم، مراحل پژوهش با ترکیب سه موضوع ارزیابی و انتخاب فناوری، راهبردهای فناوری‌های نظامی و همچنین پروژه‌های تحقیق و توسعه طراحی شده است. نتایج به‌دست آمده از این روش را می‌توان به دو دسته نتایج میانی و نهایی جمع‌بندی نمود. نتایج میانی مربوط به وزن‌دهی و اولویت‌بندی معیارهای ارزیابی و انتخاب فناوری‌های نظامی می‌باشد. بر اساس این نتایج، معیارهای «هماهنگی با سیاست‌ها، راهبرد و رهنامه نظامی»، «قابلیت بازدارندگی نظامی»، «ارتقای خودباوری ملی و اعتماد به نفس محققان» و همچنین در میان دسته‌بندی مربوط به معیارها، گروه معیارهای «راهبرد و کارایی عملیاتی»، «اثر فناوری» و «خلاقیت و نوآوری» جزو بااهمیت‌ترین معیارهای انتخاب فناوری شناخته شدند. در نتایج نهایی نیز از میان 5 فناوری شناسایی‌شده، دو فناوری در پایش‌های مربوط به مرحله ارزیابی اولیه حذف شده و درنهایت فناوری‌های دارای شرایط براساس معیارهای منتخب با استفاده از روش «تاپسیس» به ترتیب b و d و c اولویت‌‌بندی شده است.

Introducing a Model for Methodology, Evaluation and Selection of Technology in Projects of Military Research and Development (Case Study: One of the Military Research Centers)

The purpose of this study is to present a method for selection of the most appropriate military technology from among the identified technologies to acquire it through research and development projects. Thus, to accomplish this aim, the research process is designed by merging three topics of evaluation and technology selection, military technology strategies, and research and development projects. The results obtained from this method can be summarized into two types of intermediate and final results. Intermediate results are related to weighting and prioritization of evaluation criteria and selection of military technologies. Based on these results, the criteria for "synchronization with military policies, strategy and guideline", "military deterrence ability", "promotion of national selfconfidence and researchers’ selfconfidence" and also among the grouping regarding the criteria, the group of criteria  of "strategy and operational efficiency" "technology effect" and "creativity and innovation" were acknowledged as the most important criteria for technology selection. In the final results, out of the 5 identified technologies, two technologies were eliminated in the monitoring of the initial evaluation stage, and finally the conditioned technologies according to the selected criteria and using "TOPSIS" method were prioritized as B, D and C, respectively.
