راهبردهای توسعه و بهینه‌سازی فعالیت‌های کشاورزی سازمان اتکا با رویکرد اقتصاد مقاومتی

اقتصاد مقاومتی، اقتصادی دانش‌بنیان، بهره‌ور، مولد، فزاینده ارزش‌افزوده و کاهنده خطرهای اقتصادی در جهان پرتلاطم امروز بوده و به مجموعه‌ای از رفتارهای اقتصادی دلالت می‌کند که منجر به تقویت زیرساخت‌های حکومت اسلامی شده، به‌گونه‌ای‌که از همه ظرفیت‌های بالقوه و بالفعل برای ارتقای رفاه عادلانه در جامعه استفاده شده باشد. یکی از بخش‌هایی که به‌دلیل شرایط و امکانات می‌تواند باعث تحقق هدف‌های اقتصاد مقاومتی گردد، بخش کشاورزی است و این مهم در وزارت دفاع و پشتیبانی نیروهای مسلح به‌دلیل دارابودن شرایط و امکانات مستعد، تحقق آن به‌راحتی می‌تواند صورت گیرد. در این راستا پژوهش حاضر با هدف تدوین راهبردهای توسعه فعالیت‌های کشاورزی سازمان اتکا با رویکرد اقتصاد مقاومتی به رشته تحریر درآمد. این پژوهش یک مطالعه توصیفی – تحلیلی در سال 1397 بود که با الگوی swot از راه بررسی عوامل داخلی (نقاط قوت و ضعف) و عوامل خارجی (فرصت‌ها و تهدیدها) و با مشارکت 20 نفر از خبرگان و صاحب‌نظران موضوع به شیوه هدفمند انجام گرفت. گردآوری داده‌ها به‌وسیله مرور اسناد، برگزاری جلسه‌های بحث گروهی متمرکز و پرسشنامه‌های استاندارد برنامه‌ریزی راهبردی انجام شد. داده‌ها با استفاده از تحلیل محتوا و آمار توصیفی در قالب الگوی swot تجزیه‌و‌تحلیل شدند. با امتیازبندی به‌دست آمده، تعداد 13 راهبرد موثر بر تحقق اقتصاد مقاومتی در بخش کشاورزی در سازمان اتکا تدوین شد. همچنین راهبرد «ایجاد مزیت رقابتی برای سازمان اتکا در راستای خودکفایی اقتصادی به‌منظور موفقیت بخش کشاورزی در گذر از بحران‌های ناشی از تحریم از راه ایجاد و تقویت باور علمی و عملی در مسئولان و مدیران وزارت دفاع ج.ا.ایران» اولویت اول را به خود اختصاص داد.

Strategies of Development and Optimization of Agricultural Activities of Etka Organization based on the Approach of Resistance Economy

Resistant economics is a knowledgebased, industrious, productive, increasingly valueadded, and riskaverse economic in today’s turbulent world and indicate a set of economic behaviors that have led to the strengthening of Islamic governance infrastructure, so that it has used all the potential and active capacities to promote impartial welfare in society. One of the sectors that due to its conditions and facilities can meet the objectives of the Resistance Economy is the agricultural sector and this important affair can easily be accomplished in the Ministry of Defense and Armed Forces Logistics because of the available conditions and facilities. In this regard, the present study aimed to formulate strategies for the development of agricultural activities of Etka Organization based on the approach of Resistance Economy. This research was a descriptiveanalytical study in 2018 that was done by SWOT model through purposeful investigation of internal factors (strengths and weaknesses) and external factors (opportunities and threats) and with the participation of 20 elites and experts in this area. Data collection was done through document review, holding focused group discussion sessions, and standard questionnaires of strategic planning. The collected data were analyzed using content analysis and descriptive statistics in the form of SWOT model. Based on the obtained scores, 13 strategies have been formulated in Etka organization for effective resistance economy in agricultural sector. Also, the strategy of "creating competitive advantage for Etka organization regarding reliance on economic selfsufficiency in order to succeed in the agricultural sector in passing the sanctions crisis through creating and enhancing scientific and practical belief in I.R. of Iran ministry of defense officials and managers" was given the first primacy.
