هدف ها و مطلوبیت‌های سیاسی امنیتی ترکیه در تحولات غرب آسیا و شمال آفریقا

ترکیه به‌عنوان یکی از بازیگران اثرگذار در منطقه غرب آسیا، ابتدا با راهبرد «مشکلات صفر با همسایگان» کوشید بازی برد برد را اعمال کند؛ اما با عقب نشینی از این‌ سیاست،‌ به نقش‌آفرینی در تحولات غرب آسیا و شمال آفریقا پرداخت. در این پژوهش هدف ها و مطلوبیت‌های سیاسی امنیتی ترکیه در سیاست خارجی مورد بررسی قرارگرفته است. این پژوهش برمبنای تحولات غرب آسیا و شمال آفریقا به‌ بررسی نقش این کشور از دید پیامدهای مترتب بر «توازن قدرت در منطقه غرب آسیا»، می‌پردازد. در این تحقیق از روش آمیخته کیفی و کمی استفاده گردیده است. فرضیه مقاله این است که محور اصلی موضع‌گیری‌های ترکیه در خصوص تحولات غرب آسیا و شمال آفریقا، مبتنی بر اصول حاکم بر نظریه واقع‌گرایی است. توجه به هدف ها و مطلوبیت‌های ترکیه در قبال تحولات غرب آسیا و شمال آفریقا از آن‌ جهت اهمیت دارد که سیاست‌های ترکیه در این تحولات بر محیط نزدیک ج.ا.ایران (عراق) و محیط دور آن (سوریه، مصر، تونس و لیبی) اثرگذار بوده و از این رهگذر می‌تواند منافع و امنیت ملی ج.ا.ایران را متاثر از خود کند. یافته‌های تحقیق نشان می دهد، ترکیه تحولات را فرصتی ارزشمند برای پیشبرد هدف ها و مطلوبیت‌های سیاسی و امنیتی حزب عدالت و توسعه تلقی و درنتیجه رویکرد فرصت‌طلبانه در قبال آن به کار گرفت که در قبال هر کشور به‌گونه‌ای تبلور یافته است.

Turkey’s Political Security Goals and Desires Regarding Developments in West Asia and North Africa

Turkey, as one of the actors in the West Asian region, first attempted to present a winwin game with the strategy of "zero problems with its neighbors". But, by ignoring this policy, it subsequently played a leading role in the development of West Asia and North Africa. In this study, the goals and desires of Turkey’s security policy in foreign policy are examined. In the light of the above developments, this research examines the role of this country in terms of its effects on the "balance of power in the West Asian region". In this study, a qualitative and quantitative mixed method was used. The main hypothesis of the paper is that the main axis of Turkey’s stances on developments in West Asia and North Africa is based on the principles of realist theory. Taking into account Turkey’s goals and desires regarding developments in West Asia and North Africa, it is important that Turkish policies and movements affect developments in and near the Islamic Republic of Iran (Iraq) and its surroundings (Syria, Egypt, Tunisia and Libya) and through this passage can affect our national interests and national security. According to the research findings, Turkey viewed these developments as a valuable opportunity to advance the political and security goals and objectives of the AKP and, as a result, took an opportunistic approach towards it that has somehow become crystallized in every country. On this basis, it is hoped that the findings of this study, in addition to helping to understand Turkey’s policies towards these developments, will provide the required information and data for our country’s policy making towards Turkey and developments.
