تبیین الگوی راهبردی مدیریت کوتوله‎‌پروری در سازمان‌های دولتی ایران

یکی از مبانی توسعه هر جامعه‌ای، نظام اداری و مدیریت آن است. بدیهی است که نظام اداری نامطلوب و ناکارآمد، می‌تواند تسهیل‌کننده و زمینه‌ساز عدم تحقق اهداف برنامه‌های توسعه قرار گیرد. هدف اصلی این پژوهش، تبیین الگوی راهبردی مدیریت کوتوله‎‌پروری در سازمان‌های دولتی ایران بود. پژوهش حاضر از نظر هدف، کاربردی و از حیث روش، توصیفی- پیمایشی بوده است. جامعه آماری این پژوهش، کلیه مدیران، معاونین و کارشناسان رده‌های عالی سازمان‌های دولتی ایران بودند که حجم نمونه آماری با استفاده از فرمول کوکران 356 نفر برآورد و به روش نمونه‌گیری تصادفی طبقه‌ای انتخاب شدند. ابزار جمع‌آوری اطلاعات، پرسشنامه محقق ساخته بود. فرضیه‌های پژوهش با استفاده از نرم‌افزارهای pls3 و spss با روش مدل‌سازی معادلات ساختاری مورد آزمون قرار گرفت. نتایج نشان داد که شرایط علّی بر پدیده محوری تاثیر مثبت و معناداری دارد، پدیده محوری بر راهبردها تاثیر مثبت و معناداری دارد، شرایط زمینه‌ای و شرایط مداخله‌گر بر راهبردها تاثیر مثبت و معناداری دارند و همچنین راهبردها بر پیامدهای کوتوله‌پروری تاثیر مثبت و معناداری دارد.

explaining the strategic pattern of dwarf breeding management in iranian government organizations

one of the foundations of the development of any society is its administrative system and management. it is obvious that an unfavorable and inefficient administrative system can facilitate and pave the way for the non-realization of the goals of development programs. the main purpose of this study was to explaining the strategic pattern of dwarf breeding management in iranian government organizations. the present study was applied in terms of purpose and descriptive-survey in terms of method. the statistical population of this study was all managers, deputies and high-level experts of iranian government organizations. the statistical sample size was estimated to be 356 people using cochran’s formula and were selected by stratified random sampling. the data collection tool was a researcher-made questionnaire. the research hypotheses were tested using pls3 and spss software by structural equation modeling. the results showed that causal conditions have a positive and significant effect on the pivotal phenomenon, pivotal phenomenon has a positive and significant effect on strategies, contextual and intervening conditions have a positive and significant effect on strategies and also strategies have a positive and significant effect on dwarfism outcomes
