الگوی حکمرانی توسعه اقتصادی (مورد مطالعه: استان آذربایجان غربی)

حکمرانی در سطح کلان نشان می‌دهد که دولت به چه میزان منابع عمومی را برای منافع عمومی مصرف می‌نماید. بنابراین استان‌های کشور به عنوان نهاد اجرایی و ناظر بر مصوبات دولتی در سطح هر استان باید از الگوی مناسبی برای حکمرانی توسعه اقتصادی استفاده کنند. مقاله حاضر با هدف ارائه الگوی حکمرانی توسعه اقتصادی در استان آذربایجان غربی انجام شده است. این مقاله از منظر هدف یک پژوهش بنیادی است که با روش پژوهش آمیخته و مبتنی بر استدلالی قیاسی استقرایی صورت گرفته است. جامعه آماری این پژوهش شامل خبرگان نظری (اساتید مدیریت دولتی) و خبرگان تجربی (مدیران استان آذربایجان غربی) است. نمونه‌گیری به روش غیراحتمالی و به صورت هدفمند صورت گرفته است. ابزار گردآوری داده‌ها مصاحبه نیمه‌ساختاریافته و پرسشنامه می‌باشد. جهت تحلیل مصاحبه‌های تخصصی، روش تحلیل تم بکار گرفته شده است. همچنین شاخص‌های شناسایی شده با روش دلفی فازی اعتبارسنجی شده است. در نهایت به ارائه مدل نهایی پژوهش با روش ساختاری تفسیری پرداخته شده است. تحلیل داده‌های پژوهش در فاز کیفی با نرم‌افزار maxqda و در فاز کمی با نرم‌افزار matlab و micmac انجام شده است. نتایج پژوهش نشان داد، مولفه‌های «بهبود سیاست‌های اقتصادی» و «شفاف‌سازی اطلاعات و اقدامات اقتصادی» به صورت مستقیم بر «مبارزه با فساد» و «پاسخگویی عمومی» تاثیر می‌گذارند. به همین ترتیب «مبارزه با فساد» و «پاسخگویی» نیز بر «توسعه اقتصادی» و «رضایتمندی شهروندان» تاثیر دارند و از این طریق می‌توان به «حکمرانی توسعه اقتصادی» دست پیدا کرد. اگر مدیران استان آذربایجان غربی اصول اقتصادی، اجتماعی و فرهنگی ارائه شده را در پیش گیرند نیل به اهداف و دستیابی به منافع حکمرانی توسعه اقتصادی میسر خواهد شد.

Providing a Model of Economic Development Governance (Case Study: West Azerbaijan Province)

....governance at the macro level shows how much the government uses public resources for the public benefits. Therefore, the provinces of the country, as an administrative agency and supervisor of government approvals at the level of each province, should use a suitable model for good governance. The present article aims to provide a model of economic development governance in West Azerbaijan province. This article is a fundamental research that has been conducted with mixed research method and based on deductiveinductive reasoning. The statistical population of this study includes theoretical experts (professors of public administration) and experimental experts (managers of West Azerbaijan). Sampling has been done in a nonprobabilistic and purposeful manner. Data collection tools are semistructured interviews and questionnaires. The theme analysis method has been used in order to analyze specialized interviews. Also, the identified indicators have been validated by fuzzy Delphi method. Finally, the final model of the research is presented with a structuralinterpretive method. Research data analysis was done in the qualitative phase with MAXQDA software and in the quantitative phase with Matlab and MicMac software.  The results showed that the components of improving economic policies and transparency of information and economic measures directly affect the “anticorruption” and public accountability. Likewise, anticorruption and accountability has an impact on economic development and citizen satisfaction, and so economic development governance can be achieved. If the managers of West Azerbaijan province follow the presented economic, social and cultural principles, it will be possible to achieve the goals and achieve the benefits of economic development governance.
