تشکیل مرجع ملی حمایت از حقوق مالکیت فکری در راستای اقتصاد مقاومتی

حمایت از حقوق مالکیت فکری در قالب پیوستن به معاهدات بین‌المللی می‌تواند در کوتاه‌مدت برای کشورهای عضو خصوصاً در حوزه منافع اقتصادی محدودیت‌هایی به دنبال داشته باشد؛ ولی در بلندمدت به سود این کشورها خواهد بود. تجربیات حاصل از پیوستن کشورهای درحال‌توسعه به معاهدات بین‌المللی در حوزه حقوق مالکیت فکری و همچنین عضویت در سازمان جهانی تجارت، نشان‌دهنده آن است که بهره‌مندی از منافع حاصل از این امر بسیار بیشتر از تنگناها و محدودیت‌های اولیه ناشی از الحاق و عضویت است. از سوی دیگر کشور ما به دلیل اعمال سیاست‌های خصمانه، در طول دهه‌های اخیر در تنگناهای اقتصادی قرارگرفته و قدرت‌های مذکور علاوه بر ایجاد موانع عدیده در عضویت ایران در سازمان جهانی تجارت، با اعمال تحریم‌های ظالمانه، به اعمال فشار پرداخته‌اند. برای برون‌رفت از این وضعیت خصمانه و اتکای به توانمندی‌های خود و در ادامه سیاست های اصولی تغییر اقتصاد تک‌محصولی متکی به نفت، رهبر معظم انقلاب در سال‌های اخیر با طرح موضوع اقتصاد مقاومتی دیدگاه جدیدی را مطرح نموده و در اجرای این سیاست ارکان حاکمیت به‌ویژه دولت اقداماتی را در دستور کار خود قرار داده‌اند.مقاله حاضر با رویکرد تحلیلی - توصیفی نقش تشکیل مرجع ملی حمایت از حقوق مالکیت فکری را در تحقق اقتصاد مقاومتی با رسیدن به نتایج ملموس و قانونی چون مدیریت مراکز مدیریت جمعی،  بورس ایده و عنایت به بحث نوآوری مانند استفاده از ظرفیت‌های آموزشی و فرهنگی بررسی کرده است.

The establish of a national reference authority for the protection of intellectual property rights in the realization of a resilient economy

Protection of intellectual property rights in terms of joining international treaties can have limitations in short term for member states, especially in economic interest, but will in the long run be beneficial to these countries. Experience gained from accession of developing countries to international intellectual property rights treaties as well as membership of World Trade Organization shows that benefits derived from this are far greater than basic constraints and constraints of accession and membership. On other hand, our country has faced economic challenges due to hostile policies of US colonial governments over past decades, and these powers have, in addition to creating barriers to membership in World Trade Organization, have imposed cruel sanctions on our country. In order to get out of this hostile situation and rely on its capabilities, and in course of policybased changes in singleoil economy based on oil, Supreme Leader in recent years has put forward a new perspective on issue of resilient economy. In implementing this policy, the elements of governance, especially state They have taken action on their agenda. This paper examines role of the formation of a national reference to intellectual property rights in realization of a resilient economy through an analyticaldescriptive approach.
