مفهوم فقر اقتصادی و تبیین راهکار زکات در رفع آن

بشر همواره در رویای از بین بردن فقر و ایجاد یک زندگی مناسب برای همه افراد و جوامع بوده و به همین خاطر همواره تلاش‌ها و راهکارهای متعددی برای مبارزه با فقر انجام داده است؛ اما تجویز راهکار بدون توجه به ریشه‌های مختلف فقر نمی‌تواند آ‌ن‌چنان ‌که باید موثر واقع شود. در نظام اقتصادی اسلام نیز از زکات به‌عنوان راهکاری برای از بین بردن  فقر نام‌برده شده است.  امروزه با توجه به تغییر روابط و نظام‌های اجتماعی، درآمدهای بالقوه زکات توانایی کفاف حجم عظیم فقر موجود در جوامع را ندارد و این با نقش زکات در رفع فقر که روایات به آن اشاره‌کرده‌اند، در تعارض است. سوالی که مطرح می‌شود این است که آیا راهکار زکات برای رفع همه انواع فقر اقتصادی مناسب است؟ در این راستا تلاش‌های علمی مناسبی برای رفع این تعارض و تبیین مسئله زکات در مطالعات مختلف صورت گرفته که عمدتاً ناظر به گسترش منابع زکات بوده است. در این مقاله از طریق حصر عقلی، تشکیل خانواده حدیثی و با استفاده از آیات و روایات، ریشه‌های فقر به چهار دسته طبیعی، خودساخته، سرمایه‌داری و استعماری تقسیم شده است و بعد از آن با بیان راهکارهای اسلام برای مبارزه با هر نوع فقر این نتیجه گرفته شده که فقر موجود در جامعه اسلامی محدود به فقر طبیعی است و راهکار زکات در جهت رفع این فقر است.

the concept of economic poverty and the role of zakah to alleviate it

Humanity has always dreamed of eradicating poverty and creating a good life for all individuals and communities, and has therefore made numerous efforts and strategies to combat poverty. But prescribing a solution, regardless of the different origins of poverty, cannot be as effective. In the Islamic economic system, zakat has also been cited as a strategy to eliminate poverty. Today, due to changing social relationships and social systems, the potential income of zakat is not capable of sufficiently accommodating the enormous amount of poverty present in societies. And this contradicts the role of zakat in poverty alleviation, which the hadiths have referred to. The question that arises is whether Zakat is a solution to all kinds of economic poverty? In this regard, good scientific efforts have been made to resolve this conflict and explain the problem of zakat in various studies, which have mainly focused on expanding zakat resources.In this paper, the roots of poverty are divided into four categories: natural, selfmade, capitalism, and colonial, through the formation of a hadithic family and using verses and narratives, and then conclude by expressing Islam’s strategies for combating all forms of poverty. It turns out that the poverty inIslamic society is limited to natural poverty and Zakat is the solution to this poverty.
