بررسی نقش نیروی دریایی راهبردی در توسعه دیپلماسی دفاعی دریا محور

دیپلماسی دفاعی دریا محور، استفاده نرم از نیروی دریایی از طریق مشارکت در فعالیت هایی مانند تبادل دانشجویان با محوریت دانشگاه های دریایی ، بازدید ناوهای و زیردریای ها از کشورهای حاشیه اقیانوس ها و دریاها، ارتباطات شناورها در دریا در جهت هماهنگی و در مبارزه با دزدی و تروریسم دریایی، امداد و نجات در دریا ها و اقیانوس ها نهادینه می گردد. به طور کلی دپیلماسی دفاعی دریا محور فرایندی است که منجر به  افزایش همکاری های دریایی بین نهادهای دریاهای کشورهای ساحلی می گردد. از دیدگاهی دیگر دیپلماسی دفاعی دریا محور استفاده مسالمت آمیز از نیروی دریایی و نهادهای دفاعی و دولتی یک کشور برای همکاری با نیروی دریایی و نهادهای دفاعی و دولتی کشور دیگر به منظور دستیابی به یک نتیجه مطلوب است. براساس این اصول نیروی دریایی راهبردی در توسعه دیپلماسی دفاعی دریا محور، کارآمدی و اثربخشی قابل‌توجهی در سطح بین المللی در جهت پیاد ه سازی اصول مذکور مذکور داشته است. در تبیین شبکه دیپلماسی کشور می‌توان گفت دیپلماسی دفاعی دریا محور اهداف سیاست‌گذاری خارجی و خط‌ مشی کشور را با بخش دفاعی دریا محور پیوند می‌دهد. تحقیق حاضر با استفاده از روش توصیفی – تحلیلی به بررسی نقش نیروی دریایی راهبردی ارتش جمهوری اسلامی ایران در توسعه دیپلماسی دفاعی دریا محور می‌پردازد. یافته‌های این پژوهش بیانگر این است که به طور کلی ارتباطات نیروهای دریایی و صنایع دریایی مرتبط با امورات دفاعی در سطح بین المللی می تواند در راستای دیپلماسی کلان یک کشوردریایی از منافع ملی حفاظت و حراست نماید. از این منظر اعزام هیئت‌های عالی‌رتبه نیروی دریایی جهت شرکت در اجلاس های بین المللی مانند آیونز و مشارکت ناوگروه های مختلف در قالب ناوگروه های امنیت خطوط مواصلاتی و ناوگروه های آموزشی دانشجویان دانشگاه های دریایی‌ به آب‌های بین‌المللی و بازدید از کشورهای درحال‌توسعه و توسعه‌یافته دریایی، می‌تواند در ارتقای دیپلماسی دفاعی دریا محور، تاثیر قابل توجهی داشته باشد. تداوم دیپلماسی دفاعی دریا محور نه‌تنها در حوزه دفاعی دریا محور بلکه در حوزه توسعه صنایع دریایی و توسعه پایدار دریایی نیز می تواند تحولی ژرفی ایجاد نماید. از این رو ارتقاء دیپلماسی دفاعی- دریا محور می‌تواند نقش بسزایی در پیشبرد و حفاظت از منافع ملی داشته باشد. به‌علاوه بازدید ناوگروه های آموزشی، صلح و دوستی از کشورهای دریایی، موجب تقویت دیپلماسی عمومی، گسترش روابط دریایی با کشورهای حوزه اقیانوس ها و دریاها می شود. در نهایت اینکه حضور کارآمد و اثر بخش نیروی دریایی راهبردی در آب‌های بین‌المللی موجب ارتقای امنیت خطوط مواصلاتی دریایی کشور از قبیل صادرات غیر نفتی، صادرات نفت خام و میعانات گازی، واردات کالاهای اساسی و موارد اولیه کشور را ایمن و پایدار نموده است.

investigating the role of strategic navy of i.r.i. in the development of sea-based defense diplomacy

sea-based defense diplomacy, soft use of the navy through participation in activities such as student-centered exchange of maritime universities, visits by ships and submarines to littoral state, communications of vessels at sea for coordination and in the fight against piracy and maritime terrorism, relief and salvation is institutionalized at the seas and oceans. in general, maritime defense diplomacy is a process that leads to increased maritime cooperation between the maritime institutions of the coastal states. from another point of view, maritime defense diplomacy is based on the peaceful use of one country’s navy and defense and government institutions to cooperate with another country’s navy, defense and government institutions in order to achieve a desirable result.sea-based defense diplomacy, soft use of the navy through participation in activities such as student-centered exchange of maritime universities, visits by ships and submarines to littoral state, communications of vessels at sea for coordination and in the fight against piracy and maritime terrorism, relief and salvation is institutionalized at the seas and oceans. in general, maritime defense diplomacy is a process that leads to increased maritime cooperation between the maritime institutions of the coastal states. from another point of view, maritime defense diplomacy is based on the peaceful use of one country’s navy and defense and government institutions to cooperate with another country’s navy, defense and government institutions in order to achieve a desirable result. the present study uses a descriptive-analytical method to investigate the role of the strategic navy of the army of the islamic republic of iran in the development of sea-based defense diplomacy. the findings of this study indicate that in general, the relations between the navy and the maritime industry related to defense affairs at the international level can be in the direction of macro diplomacy of a maritime country to protect and safeguard national interests. from this point of view, sending high-ranking naval delegations to participate in international symposium such as ions and the participation of various fleets in the form of shipping security fleets and training fleets of naval university students to international waters and visiting developing and developing maritime countries can have a significant impact on the promotion of sea-based defense diplomacy. continuation of sea-based defense diplomacy can create a profound change not only in the field of sea-based defense but also in the field of maritime industry development and sustainable maritime development. therefore, the promotion of sea-based defense diplomacy can play an important role in promoting and protecting national interests. in addition, the visit of naval training, peace and friendship fleet will strengthen public diplomacy, expand maritime relations with the littoral countries of the oceans and seas. finally, the efficient and effective presence of the strategic navy in international waters has enhanced the security of the country’s maritime transport lines such as non-oil exports, exports of crude oil and gas condensate, imports of basic goods and basic items of the country.
