یک ارزیابی از سطح، روند، و توزیع فقر چندبُعدی در ایران

اندازه‌گیری دقیق و به هنگام فقر، اهمیت بسیاری در سیاستگذاری رفاهی و همچنین، ارزیابی اثر سیاست‌های اجراشده برای کاهش فقر دارد. این پژوهش با شاخص فقر چندبعدی ابعاد گوناگون فقر را در ایران بازبینی و تغییرهای این شاخص را محاسبه می کند و روند آن را از سال‌های 1385 تا 1397 در همه استان‌های ایران و در هر دو منطقه شهری و روستایی مورد ارزیابی قرار می دهد. این تفکیک‌ها تصاویر دقیق‌تری از مکان‌های تمرکز و ابعاد فقر را ارائه می‌دهند تا راه برای پژوهش‌های بعدی در خصوص علّیت فقر باز شود و سیاست‌های حمایتی با توجه به ابعاد فقر بتوانند به طور موثرتری طراحی و هدف گذاری شوند. نتایج این پژوهش نشان می‌دهد که فقر چندبعدی در مناطق روستایی نسبت به مناطق شهری از نظر سطح بالاتر است و همچنین از نظر روند، کاهش اندکی را نشان می‌دهد، از این‌رو یک پیام سیاستی این پژوهش، توجه اساسی به فقرزدایی در مناطق روستایی است.

An Assessment of the Level, Trend, and Distribution of Multidimensional Poverty in Iran

An accurate, and timebased poverty measurement is crucial in future policymaking as well as assessing the impact of welfare policies implemented on poverty. This study has used Multidimensional Poverty Index to calculate the various dimensions of poverty as well as the trend of changes in this index for the whole country and to compare its trend from 2006 to 2018 in all provinces of Iran in both urban and rural areas. These insights provide more accurate images of the location and dimensions of poverty, and they help to illuminate the path for future research on the causes of poverty, and also to design and target the supportive policies more effectively. The results of this paper show that multidimensional poverty in rural and suburban areas is higher than the urban areas, yet it shows slightly decreasing poverty trend. The policy message of this study necessitates a major focus on poverty alleviation in rural and suburban areas.
