هدف اصلی این پژوهش، یافتن چارچوب مفهومی حکمرانی بر اساس رویکرد اقتصاد نهادی، با تاکید بر نظرهای جان کامونز است. در این پژوهش، از رویکرد کیفی و روش پژوهش گروه کانونی استفاده می شود. طبق نظر کامونز، ما ابتدا با تضاد منافع بین افراد، گروه ها، و سازمان ها مواجه هستیم، که این مواجهه ناشی از مسئله کمیابی منابع است. سپس، کنش جمعی برای غلبه بر تضادها شکل می گیرد؛ پس از آن مذاکره، مبادله، و چانه زنی جمعی به وجود می آید؛ و در نهایت به قواعد کاری منجر می شود تا انسان ها به یک نتیجه عملی برای زندگی و کار در کنار یکدیگر و به یک توافق همراه با نظم، امنیت خاطر، و منزلت دست یابند. با بکارگیری اندیشه های کامونز در تصمیم گیری و سیاستگذاری می توان گام های موثری به سوی استقرار حکمرانی شایسته برداشت. وی راهکار اصلی سامان یابی امور جامعه را قواعد کاری می داند، اما آن گونه از قواعد کاری که در چارچوب دموکراسی جمعی تدوین شود. نظم و قاعده نمی lrm;تواند اجرایی شود و پایدار بماند، مگر این که نظر همه طرف ها و ذی نفعان در شرایط برابر شنیده شود. دموکراسی جمعی (دوسویه)، به عنوان یک روش حکمرانی، دستیابی به این هدف را تسهیل می کند.

Conceptual Model of Governance Based on John Rogers Commons' Intellectual System

The main purpose of this paper is to explore the conceptual framework of governance based on the institutional economic approach emphasizing the views of John Rogers Commons. To this end, as a qualitative approach, the focus group of the research method was applied. According to Commons, we first encounter a conflict of interest between individuals, groups, and organizations, which is itself due to the scarcity of resources. Then, collective action is formed to overcome such contradictions. In view of that, there is negotiation, exchange, and collective bargaining that ultimately lead to working rules among human beings to come to a practical result as to live and work together under an agreement that engenders order, security, and dignity. Commons considers working rules as a major means for organizing societychr('39')s affairs; however, such working rules are formed and developed within the framework of collective democracy. Order and rules cannot be enforced and sustained unless the views and the voice of all parties and stakeholders are heard on an equal basis. Collective democracy as a method of governance facilitates the achievement of such a goal.
