تعیین موثرترین عامل اثربخشی انتقال فناوری در توسعه میادین نفتی ایران با استفاده از مدل اثربخشی مشروط انتقال فناوری

انتقال فناوری به عنوان یکی از پارادایم‌های عصر جدید، فرایندی است که به کشورهای در حال توسعه جهت بهره‌برداری بهینه از منابعشان در اجرای پروژه‌ها کمک می‌کند، دستیابی به موفقیت در رقابت با سایر کشورها را تسهیل و امکان توسعه اقتصادی و رشد کشورهای کم‌تر توسعه‌یافته از نظر تکنولوژیکی را فراهم می‌کند. بنابراین هدف از این پژوهش تعیین استراتژی انتقال فناوری در صنایع بالادستی نفت (توسعه میادین نفتی) جمهوری اسلامی ایران با استفاده از مدل اثربخشی مشروط انتقال فناوری در نظر گرفته شد. بدین منظور، به بررسی دیدگاه‌ها و نگرش‌های 30 نفر از مدیران و کارشناسان خبره حوزه انتقال فناوری شامل عوامل انتقال فناوری در توسعه میادین نفتی کشور پرداخته شد. به‌منظور تجزیه و تحلیل داده‌های جمع‌آوری شده از نرم‌افزار spss و آزمون‌های رگرسیون و فریدمن استفاده شد. یافته‌های پژوهش نشان داد که از میان عوامل انتقال فناوری در توسعه میادین نفتی موضوع انتقال در بالاترین اولویت قرار دارد که از بین زیرمعیارهای آن دانش علمی و فناوری فیزیکی بیشترین اولویت را دارد. در ارزیابی فناوری موجود در شرکت استفاده از ماشین‌آلات و تجهیزات با دقت بالا بیشترین درصد و استفاده از تکنیک‌های برنامه‌ریزی و هماهنگی تولید، کپی‌سازی تجهیزات و قطعات مورد نیاز و همچنین امکان اعمال تغییرات طراحی جهت استفاده بهینه از موارد موجود در پایین‌ترین سطح قرار‌دارند.

Main factor determining the effectiveness of technology transfer in the development of Iran's oil fields by using conditional effectiveness model of technology transfer

Technology transfer as one of the paradigms of new era, is a process that helps the developing countries to implement the projects for the optimal operation of resources, to facilitate achieving the success in competition with other countries, and to provide economic development and growth in less developed countries technologically. The aim of this study was to determine the strategy for technology transfer in the upstream oil industry (oil fields development) of the Islamic Republic of Iran using the conditional effectiveness model of technology transfer. For this purpose, the views and attitudes of 30 executives and experts in the field of technology transfer including factors of technology transfer in developing the country oil fields, were investigated. In order to analyze the collected data, the SPSS software, Friedman & regression tests were used. The results showed that among the factors of transfer technology in the development of oil fields, the issue of transfer is at the highest priority, which among its sub criteria the scientific knowledge and physical technology have the highest priority. In estimating the present company technology, utilizing the high precision machinery and equipment is at highest level, and using the planning technologies, production coordination, the copy making of equipment and parts, and also the possibility of exercising the design changes for optimum use of available items are at the lowest level.
