چارچوب مفهومی برای بررسی و ارزیابی شهرک‌های صنعتی ایران

این پژوهش بر آن است تا ضمن ارزیابی وضعیت موجو د شهرک های صنعتی در کشور، عوامل تاثیرگذار بر موفقی ت شهرک های صنعتی را ارائه نماید . سوال اصلی تعیین عوامل کلیدی تاثیرگذار بر موفقیت شهرک های صنعتی است. با انجام یک کار مطالعاتی و کتابخانه ای، چارچوب مفهومی برای ارزیابی این عوامل موفقیت طراحی و به مدیران، پژوهشگران و سیاست گذاران توسعه صنعتی کشور عرضه می شود. روش پژوهش از نوع توصیفی است که با بررسی ادبیات نظری، استخراج مولفه ها و شاخص های کلی و همچنین انجام مصاحبه نیمه ساختار یافته و تحلیل محتوی، نسبت به تدوین و ارائه چارچوب مفهومی انجام می گیرد. تجربه شهرک های صنعتی کشور، نقش دولت در حمایت از بنگاه های کوچک و متوسط صنعتی و سپس سازمان صنایع کوچک و شهرک های صنعتی مورد بررسی قرار می گیرد. پس از آن آمار و اطلاعات وضعیت موجود شهرک های صنعتی و نواحی کشور(از نظر تعداد، مساحت زمینه ای تحت پوشش، امکانات زیربنایی، قراردادهای منعقد شده و واحدهای به بهره برداری رسیده تا پایان سال 1395 ) ارائه می شود. برای تحلیل محیط بیرونی از الگوی تحلیلی pestel استفاده می شود. یافته ها عبارت از ارائه چارچوب مفهومی بومی متشکل از عوامل کلان محیطی تاثیرگذار بر بنگاه ها که با استفاده از ابزارهای تحلیلی ترسیم و خلاصه ای از نیروهای محرک تاثیرگذار بر یک بنگاه، بنگاه های یک صنعت یا تمام اقتصاد در محیط کلان مشخص می شود.

Conceptual framework for assessment of industrial estates development in Iran

According to successful experience of industrial development in several countries, the most important instruments of industrial development infrastructure are the industrial estates. They promote industrialization in order to provide common facilities to a number of small and mediumsized industries. In this survey, the present resources in the libraries and internet are studied; meanwhile, the conditions of industrial estates in Iran for the impact of key factors on their success are evaluated. So, the goal of the research is to determine the influential key factors on the success in this respect. Industrial estates have almost a long history in Iran, they have played an important role to facilitate and promote industrial, economic development, and also employment. The related experience in Iran is not completely successful. There are several inactive and semi active industrial estates that have not done any industrial activities, therefore many industrial projects have been stopped in different phases (such as allocation of land as well as installation of equipment and machinery).These are regretful indications of difficulties in the research and development process of industrial estates in Iran. No independent research has been done on the effects of success and failure in this regard. For this reason, we have designed a conceptual framework to assess the success factors for managers, policy makers and researchers of industrial development in Iran.
