تحلیل مضمون اسناد بالادستی و سیاست‌های مرتبط با مشارکت زنان در اقتصاد

امروزه بحث مشارکت‌ اقتصادی زنان یکی از موضوعات مهم و اساسی در جهان محسوب می‌شود؛ به‌طوری‌که در بسیاری از کشورها تلاش می‌شود تا از طریق قانون‌گذاری و تدوین سیاست‌های اجرایی در این زمینه اقداماتی در مسیر رشد هر چه بیشتر مشارکت اقتصادی زنان انجام شود. هدف از انجام این پژوهش، احصاء و بررسی سیاست‌های موجود و اسناد بالادستی مرتبط با مشارکت زنان در عرصۀ اقتصاد و در بخش‌های مختلف حوزۀ وسیع اقتصاد اعم از اشتغال، کارآفرینی، سرمایه‌گذاری و... در ایران است. روش این پژوهش کیفی بوده و داده‌های جمع‌آوری شده با استفاده از روش تحلیل مضمون، کدگذاری شده‌ و در نهایت مفاهیم و مضامین از آن استخراج شده ‌است. جامعۀ آماری این پژوهش، کلیۀ متون و اسناد بالادستی نظام است؛ شامل 25 سند که به نوعی در آن، به موضوع زن و مشارکت ‌اقتصادی زنان اشاره شده‌ است. یافته‌های این پژوهش در مجموع در دو مضمون فراگیر دسته‌بندی شده‌است؛ مضمون اول «مشارکت زنان در ذیل قوانین و سیاست‌های همه‌شمول» که خود شامل دو مضمون سازمان‌دهندۀ «تامین حقوق ‌انسانی» و «گسترش عدالت ‌اجتماعی» است و مضمون دوم تحت عنوان «مشارکت زنان در قوانین و سیاست‌های مختص به آنها»، که شامل سه مضمون سازمان‌دهندۀ «فراهم‌نمودن امکان مشارکت ‌اقتصادی زنان»، «حمایت از تداوم مشارکت و تقویت جایگاه زنان» و «رفع موانع مشارکت اقتصادی» است. در مجموع یافته‌های تحقیق نشان می‌دهد، اگرچه در قوانین و سیاست‌های موجود توجه ویژه‌ای به موضوع زن شده و در برخی قوانین و برنامه‌ها به مسئلۀ مشارکت ‌اقتصادی زنان پرداخته شده، بااین‌حال چالش‌ها و موانع بسیاری در خصوص مشارکت زنان وجود دارد که موجب شده در عمل قوانین و سیاست‌ها اجرا نشده و بحث مشارکت‌ اقتصادی زنان همچنان چالش‌برانگیز باقی ‌بماند.

thematic analysis of strategic documents and policies related to women’s economic participation

today, women’s economic participation is deemed an important and fundamental topic worldwide. many countries strive to increase women’s economic participation by legislating and formulating executive policies. the purpose of this research is to identify and analyze the existing policies and strategic documents related to women’s participation in the economic sphere as well as various economic domains, including employment, entrepreneurship, investment, etc., in iran.the research employs a qualitative method, and the collected data are coded using thematic analysis, from which concepts and themes are extracted. the statistical population includes all the top national documents in the iranian system, including 25 documents that make reference to women and their economic participation.the research findings can be categorized into two overarching themes. the first one, women’s participation under inclusive laws and policies is further divided into two organizing themes, protection of human rights and promotion of social justice . the second one, women’s participation in laws and policies specific to them embraces three organizing themes, i.e., providing opportunities for women’s economic participation , supporting the sustained participation and strengthening women’s status and eliminating barriers to economic participation .overall, the findings suggest that although existing laws and policies pay special attention to women and address the issue of women’s economic participation in some regulations and programs, there are ample challenges and obstacles to the practical implementation of these laws and policies. consequently, women’s economic participation remains a contentious issue.
