شناسایی و اولویت‌بندی موانع سرمایه‌گذاری در منطقه ویژه اقتصادی سرخس

منطقه ویژه اقتصادی سرخس با سه هزار میلیارد تومان سرمایه‌گذاری آستان قدس رضوی و استقرار شرکت‌های صادراتی، همه ظرفیت‌ها و زیرساخت‌ها برای توسعه صادرات و افزایش سهم ایران از بازار آسیای میانه را دارد؛ اما هنوز عزم دولت برای بهره بردن از این ظرفیت بی‌نظیر و به استفاده از آن با هدف تقویت توان اقتصاد ملی جزم نشده است. هدف از این پژوهش شناسایی و اولویت‌بندی موانع سرمایه‌‌گذاری در منطقه ویژه اقتصادی سرخس می‌‌باشد. پژوهش حاضر از نظر هدف، کاربردی و از نظر روش، توصیفی- پیمایشی می‌‌باشد. جامعه آماری پژوهش کلیه خبرگان (متخصصان این حوزه و مدیران شرکت‌‌های فعال در منطقه ویژه اقتصادی سرخس) می‌‌باشد که در مرحله کیفی با استفاده از روش نمونه‌‌گیری ‌‌غیراحتمالی هدفمند نوع گلوله برفی تعداد پانزده نفر و در مرحله کمی با استفاده از جدول مورگان و نمونه‌‌گیری احتمالی ساده تعداد 35 نفر انتخاب شدند. داده‌‌های پژوهش در مرحله کیفی از طریق مصاحبه جمع‌‌آوری گردید و با تحلیل تم مورد تجزیه و تحلیل قرار گرفت و در مرحله کمی از طریق پرسشنامه با استفاده از نرم افزارهای «اس پی اس اس» و «اکسل» مورد تحلیل قرار گرفت. نتایج نشان می‌‌دهد که در اولویت‌‌بندی ابعاد اصلی، بعد ضعف مدیریتی در رتبه اول، بعد فراهم نبودن امکانات و زیر ساخت‌‌ها در رتبه دوم، بعد ضعف در قوانین و مقررات در رتبه سوم، بعد ضعف در سیستم پولی و بانکی در رتبه چهارم، بعد بی‌‌ثباتی اقتصادی در رتبه پنجم، بعد شرایط نامناسب جهت حضور خارجیان در رتبه ششم، بعد تبلیغات و اطلاع رسانی ناکافی در رتبه هفتم و بعد عدم حمایت مردم منطقه در رتبه آخر قرار می‌‌گیرند.

sarakhs special economic zone, with 3,000 billion tomans of investment in astan quds razavi and the establishment of export companies, has all the capacities and infrastructure to develop exports and increase iran’s share of the central asian market; but the government is not yet determined to take advantage of this unique capacity and use it to strengthen the national economy. the purpose of this study is to identify and prioritize investment barriers in sarakhs special economic zone. the present study is applied in terms of purpose and descriptive-survey in terms of method. the statistical population of the study is all the experts (experts in this field and managers of companies active in sarakhs special economic zone) who in the qualitative stage using the method of sampling non-probability targeted snowball type 15 people and in the quantitative stage using thirty-five people were selected from morgan’s table and simple random sampling. research data were collected in a qualitative stage through interviews and analyzed by theme analysis, and in a quantitative stage through a questionnaire, using spss and excel software were analyzed. . the results show that in prioritizing the main dimensions, the dimension of managerial weakness in the first rank, the dimension of lack of facilities and infrastructure in the second rank, the dimension of weakness in rules and regulations in the third rank, the dimension of weakness in the monetary and banking system in the fourth place, then economic instability in the fifth place, then unfavorable conditions for the presence of foreigners in the sixth place, then insufficient advertising and information in the seventh place and then lack the support of the people of the region is in the last place.
