تبیین نقش و جایگاه نیروی انتظامی در اعمال حاکمیت برای تامین نیاز عمومى به امنیت از منظر فرماندهی کل قوا (مدظله العالی)

زمینه و هدف: امنیت یک نیاز اساسی است و دریک حکومت اسلامى که مظهر قدرت الهى و قدرت مردم در جامعه است، براى تامین نیاز عمومى به امنیت، لازم است از طرف حاکمیت، اِعمال قدرت شود. مبتنی بر بیانات فرماندهی کل‌قوا (مدظله العالی)، نیروی انتظامی در مسئولیّت خود که ایجاد امنیّت است، مظهر حاکمیّت جمهورى اسلامى است. این پژوهش قصد دارد نقش و جایگاه این نیرو را در اعمال حاکمیت برای تامین نیاز عمومى به امنیت تبیین کند. روش شناسی: پژوهش از حیث ماهیت کاربردی و از حیث شیوه ی اجرا، از پژوهش های کیفی به شمار می رود؛ در این پژوهش از بین روش‎های پژوهش کیفی، روش تحلیل مضمون مورد استفاده قرار گرفته است. در این راستا متن بیانات رهبری در جمع کارکنان، مدیران و فرماندهان ناجا از سال 1368 تا 1398 تحلیل شده و 216 گزاره استخراج شده حول موضوع پژوهش، به شیوه کیفی تحلیل مضمون شدند. مضامین شناسایی شده حول موضوع پژوهش به شیوه ی کیفی تحلیل مضمون شدند. یافته ها و نتایج: مضامین شناسایی شده حول چهار محور اصلی ساماندهی شدند؛ در این چهار محور، نقش ناجا در ایجاد نظم و امنیت کشور شامل چهار نقش فرعی: حفظ نظم، ایجاد امنیت، استقرار امنیت، عمومیت بخشیدن به امنیت، لازمه و مقدمه ایفای سه نقش دیگر آن در برابر مردم، حاکمیت و دین است. ناجا با تامین نظم و امنیت:1. برای مردم پناهگاه و مایه آرامش خاطر می‎شود و زندگی روزمره را ممکن می‎سازد؛ 2. اقتدار حاکمیت را به نمایش می‌گذارد و زمینه اداره و بالندگی جامعه را همه عرصه‎ها فراهم می‎کند؛ و 3. با حفظ ارزش‌ها و معیار قراردادن آن‌ها، یاری‌گر دین شده و عزت و ارجمندی آن را تداوم می‌بخشد. این جایگاه برای ناجا در منظومه فکری فرماندهی کل قوا (مدظله العالی)، همان شانی است که امیرالمومنین علی(ع)، برای سربازان در نظام اسلامی قائل بود.

the role and position of the naja in governance to meet the public need for security; based on the statements of the commander-in-chief of the armed forces

security is a basic need, and an islamic government use power to ensure public security. based on the statements of the general command of the armed forces, naja in its responsibility, which is to create security, is the manifestation of the sovereignty of the islamic republic. this study aims to explain the role and position of the naja in using power to ensure public safety. this research is practical and qualitative. in this research, content analysis method has been used. so, the text of the statements of the general command of the armed forces(from 1989-2019) has been analyzed and the contents of 216 extracted statements were analyzed. the identified themes were organized into four main axes. in these four areas, the role of the naja in creating order and security in the country is the prelude to playing its other three roles for the people, the government and religion. by providing order and security: 1. it provides shelter and peace of mind for the people and makes daily life possible; 2. it demonstrates the authority of the government and provides the ground for the administration and growth of society in all areas. slowly, and 3. by preserving values and setting standards for them, it helps religion and perpetuates its dignity. this position for the naja in the intellectual system of the general command of the armed forces is the same position that imam ali (as) gave to the soldiers in the islamic system.
