پیامدهای امنیتی فقدان نگاه آمایشی در تقسیم‌بندی‌های سرزمینی کشور (مطالعه موردی: استان بوشهر)

استان بوشهر با توجه موقعیت مرزی خود در خلیج فارس و وجود مراکز حیاتی اقتصادی دارای بار امنیتی، دارای موقعیتی حساس برای امنیت ملی کشور است.از طرفی به علت عدم توزیع عادلانه امکانات و خدمات در سطح استان،زمینه‌های وقوع بحران‌های اجتماعی ومشکلات پیچیده فضایی در آینده نزدیک در این استان وجود دارد که با توجه به حساسیت این استان برای کشور،مسائل حاد امنیتی را هم برای استان و هم برای کشور به دنبال خواهد داشت.لذا توجه به این مسائل، نوع تحقیق کاربردی – توسعه‎ای وروش بررسی آن توصیفی - تحلیلی می‎باشد. بدین صورت که ابتدا اوزان شاخص‌ها به روش fuzzy محاسبه و سپس، با استفاده از مدلtopsis شهرستان های محدوده مطالعاتی اولویت‌بندی شده است.تحلیل ها نشان می دهد شهرستان بوشهر به عنوان مرکز استان از برخوردارترین شهرستان های استان محسوب می‌شود.در رتبه بعدی شهرستان کنگان عسلویه و جم قرار دارند وسپس شهرستان تنگستان وگناوه نیز دربدترین وضعیت برخورداری قراردارند.آنچه که روشن است بسیاری از فعالیت ها در شهرستان های با نقش صنعتی بیشتر از ظرفیت و توان آنها بارگذاری شده؛ به گونه ای که آلودگی ها و آثار مخرب زیست محیطی ایجاد نموده و ساختار نظام سکونتگاهی را با چالش و تهدید های اساسی روبرو خواهد کرد. همچنین عدم تعادل های ایجاد شده پیامدهایی نظیر بیکاری،فقر، ناامنی در مرزها و ناپایداری سازمان فضایی سکونتگاه ها را به وجود خواهد آورد که امنیت استان را با چالش روبرو خواهد کرد.از این رو لازم است با یک برنامه ریزی بلند مدت در قالب برنامه ریزی آمایش در ایجاد ساختار فضایی متعادل منطقه گام برداشته شود

bushehr province, due to its border position in the persian gulf and the existence of vital economic centers with a security burden, has a sensitive position for the national security of the country.on the other hand, due to the lack of fair distribution of facilities and services in the province, there are grounds for social crises and complex spatial problems in the near future in this province, which due to the sensitivity of this province to the country, acute security issues for both will follow for the country. therefore, considering these issues, the type of applieddevelopmental research and its study method is descriptiveanalytical. thus, first the weights of the indicators are calculated by fuzzy method and then, using the topsis model, the cities of the study area are prioritized. analyzes show that bushehr city as the center of the province is one of the most prosperous cities in the province.kangan assaluyeh and jam are in the next rank and then tangestan and genaveh are in the worst situation.what is clear is that many activities in cities with industrial roles are loaded beyond their capacity and power;in such a way that it will create pollution and destructive effects on the environment and will face major challenges and threats to the structure of the residential system. therefore, it is necessary to take a step in creating a balanced spatial structure of the region with a longterm planning in the form of planning
