راهبردهای پیشگیری از بحران های ناشی از وضعیت صندوق های بازنشستگی (مطالعه موردی سازمان تامین اجتماعی)

صندوق‌های بازنشستگی نهادهای مالی با پوشش بلندمدت و بین نسلی هستند که زمینه پرداخت مستمری بازنشستگی بیمه پردازان را فراهم تا از این طریق ضمن تامین رفاه برای افراد ، ناامنی اقتصادی و اجتماعی و عدم اطمینان از درآمد بازنشستگان را کاهش دهند. مقوله بازنشستگی در دنیای امروز وارد مرحله‌ای شده که حاکمیت‌ها به دنبال مقابله با آثار و پیامدهای احتمالی آن در ناامنی‌های اجتماعی، اقتصادی و... هستند.با توجه به عوامل متعدد محیطی موثر بر صندوق ها، مسائل مرتبط با آن ها در صورت عدم مدیریت صحیح،پیامدهای سیاسی،‌اقتصادی،فرهنگی و امنیتی ناشی از آن می‌تواند شرایط بحرانی ایجاد کند.این پژوهش ازلحاظ روش تحقیق بر رویکرد آمیخته متکی بوده و هدف اصلی آن ارائه راهبردها و راهکارهای پیشگیری از بحران‌های ناشی از وضعیت صندوق‌های بازنشستگی است.لذا ضمن انتخاب جامعه آماری و تمام شماری آن ،146 پرسشنامه جمع‌آوری‌شده و در ادامه نیز از 23 نفر مصاحبه نیمه ساختاریافته به عمل آمد.با استفاده از منابع مختلف علمی و نیز تحلیل محتوی مصاحبه‌ها و بهره بردن از خروجی پرسشنامه‌ها،عوامل محیطی موثر بر صندوق‌ها شناسایی و با مدل swot ، پنج راهبرد و بیست راهکار برای پیشگیری از بحران‌های ناشی از وضعیت صندوق‌های بازنشستگی ارائه ‌شده است.

Strategies for preventing crises caused by the status of pension funds (Case study of the Social Security Organization)

Pension funds are financial institutions with longterm and intergenerational coverage that provide the basis for insurers’ pension payment. In this way, while providing welfare for individuals, reduce economic and social insecurity and uncertainty about the income of retirees. The issue of retirement in today’s world has entered a stage where governments are looking to deal with its effects and possible consequences in social, economic and ... insecurity. Due to various environmental factors, issues related to the community can create critical conditions if not properly managed, its political, economic, cultural and security consequences.This research is based on a mixed approach in terms of research method and its main purpose is to present strategies and solutions to prevent crises caused by the status of pension funds. Therefore, while selecting the statistical population and its total number, 146 questionnaires were collected and then 23 people were interviewed semistructured. Using various scientific sources as well as content analysis of interviews and using the output of questionnaires, environmental factors affecting the funds were identified.With the swot model, five strategies and twenty solutions are presented to prevent crises caused by the status of pension funds.
