پدافند غیرعامل از دیدگاه اسلام و راهکارهای اجرایی آن در ناجا (مطالعه موردی فرماندهی انتظامی استان خراسان جنوبی)

برقراری نظم و امنیت پایه پیشرفت و توسعه همه کشورها است. قوام بخشی و مصونیت پلیس به‌عنوان حافظ نظم و امنیت و آسایش مردم در مقابل تهدیدهای داخلی و خارجی از اهمیت ویژه‌ای برخوردار است. از سویی با توجه به تعارض‌های آرمانی ایران با قدرت‌های فرامنطقه‌ای و عوامل منطقه‌ای‌شان و نفوذ عقیدتی و جهان‌گستر کشور ما و اینکه نیروی انتظامی سازمانی حکومتی و بازوی مسلح نظام برای تامین امنیت داخلی است، ضرورت توجه به مبانی عقیدتی دفاع غیرعامل کاملاً آشکار و مبرهن است. هدف اصلی این مقاله آن است که نگارنده ضمن تبیین پدافند غیرعامل از دیدگاه اسلام، با استفاده از تجارب و دیدگاه‌های مسئولان انتظامی استان خراسان جنوبی راهکارهایی را برای توسعه و افزایش این دفاع اثربخش در ناجا تبیین نماید. این پژوهش از نظر نوع کاربردی و از نظر روش توصیفیتحلیلی است. اطلاعات تحقیق در پیشینه، مبانی نظری و بخشی از یافته‌های دینی با بهره‌گیری از روش کتابخانه‌ای و یادداشت‌برداری و در حوزه میدانی با استفاده از توزیع پرسشنامه در میان پاسخگویان گردآوری شد. جامعه آماری تحقیق، مسئولان و کارشناسان فرماندهی انتظامی استان خراسان جنوبی به تعداد 50 نفر است که به‌صورت تمام شمار از آن‌ها پرسش شد و نقطه نظراتشان در قالب طیف لیکرت اخذ و با استفاده از شاخص‌های توصیفی و آمار استنباطی مورد تحلیل و ارزیابی قرار گرفت. یافته‌های تحقیق در زمینه پدافند غیرعامل از دیدگاه اسلام با مراجعه به قرآن و کتاب‌های روایی و سیره معصومان(ع) در قالب جداولی تدوین گردید. در پایان هر چهارده گویه مربوط به تاثیر به‌کارگیری شقوق مختلف پدافند غیرعامل در انجام بهینه ماموریت‌ها و وظایف نیروی انتظامی مانند ضرورت توجه به آموزه‌های دینی، نهادینه شدن این آموزه‌ها در کارکنان ناجا، افزایش تعامل میان فرماندهان و نخبگان، مشارکت مردم با پلیس، برخورد قاطع با هنجارشکنان، ساختار سازمانی چابک، پیش‌بینی تهدیدات، مصون‌سازی تاسیسات، بصیرت افزایی کارکنانریا، تقویت مبانی دینی برای پیشگیری از آلودگی به مفاسد و آسیب‌های شغلی، شایسته‌سالاری در انتصابات، ایجاد ساختار مناسب دفاع غیرعامل و تهیه پیوست پدافندی در تمام طرح‌های اجرایی ناجا با استفاده از شاخص‌های آمار توصیفی و آزمون‌های آمار استنباطی مورد تایید قرار گرفت.

Passive Defense from the Perspective of Islam and Its Implementation Strategies in the NAJA (Case Study of the Disciplinary Command of South Khorasan Province)

Establishing order and security is the basis of progress and development of all countries. Consolidation and immunity of the police as a guardian of order and security and comfort of the people against internal and external threats are of special importance. On the other hand, considering Iran’s ideal conflicts with supraregional powers and their regional agents and the ideological and global influence of our country and the fact that the police is the governmental organization and the armed arm of the system to ensure internal security, it is necessary to pay attention to ideological principles. Passive defense is quite obvious. The main purpose of this article is to examine passive defense from the perspective of Islam, using the experiences and views of law enforcement officials in South Khorasan Province to explain strategies for developing and increasing passive defense in the NAJA. This research is applied in terms of type and descriptiveanalytical method. Research information in the background, theoretical foundations and some religious findings were collected using the library and notetaking method and in the field using a questionnaire distribution among respondents. The statistical population of the study is the officials and experts of the Disciplinary Command of South Khorasan Province, numbering 50 people, all of whom were questioned and their points of view were taken in the form of Likert scale and analyzed and evaluated using descriptive indicators and inferential statistics. Findings of research in the field of passive defense from the perspective of Islam were compiled in the form of tables by referring to the Qur’an and books of narration and biography of the Infallibles (AS). At the end of each of the fourteen items related to the effect of using different passions of passive defense in the optimal performance of missions and duties of law enforcement such as: the need to pay attention to religious teachings, institutionalization of these teachings in NAJA staff, increasing interaction between commanders and elites, public participation with Police, deal decisively with normbreakers, agile organizational structure, threat forecasting, facility security, insight of staff, strengthening religious foundations to prevent corruption and job injuries, merit in appointments, creating a proper structure of passive defense and The preparation of the defense appendix was approved in all NAJA executive plans using descriptive statistics indicators and inferential statistics tests.
