استفاده از دوربین‌های مداربسته در اعمال نظارت‌های حکومتی

نظارت حقوقی یکی از مهم‌ترین اقسام نظارت در حقوق عمومی به‌منظور بررسی حیطه اختیارات و قلمرو قوا است. از میان 177 اصل قانون اساسی جمهوری اسلامی ایران،  18 اصل به ابزارهای نظارتی آن مربوط می‌شود. در همین اثنا مقوله سیستم‌های نظارت تصویری با ارائه دو دید حفاظتی و نظارتی مطرح می‌گردد. این مقاله با بهره‌گیری از روش توصیفیتحلیلی سعی بر آن دارد که با معرفی دوربین‌های مداربسته در ذیل اقسام نظارت‌های مکانیکی، در جهت پیشگیری وضعی جرائم در حیطه‌ی اعمال نظارت‌پذیر توسط دوربین مداربسته (سازمان بازرسی کل کشور، دیوان عدالت اداری، رئیس‌جمهور و معاونان، مقام رهبری، شورای نگهبان، مجمع تشخیص مصلحت نظام، خبرگان رهبری) و موارد نظارت ناپذیر توسط این دوربین‌ها (مداخله در اصل تفکیک و استقلال قوا، صلاحیت‌های حکومتی، شورای عالی امنیت ملی و موارد ناقض اصول 3، 4، 20، 25، 37، 40)، با معرفی دوربین‌های مداربسته با سیگنال‌های هایبریدی و لنز موتورایز در انواع دوربین مداربسته مینیاتوری، ضدخرابکاری مجهز به سیستم wvcw480، hd_sdi، wifi و تکنولوژی vcr به‌عنوان برترین نوع، در راستای حرکت‌های نوین و سامانمند و با هدف جلب رضایت مردم و افزایش اعتماد مردمی در تحقق عدالت و صیانت از حقوق ملت در اعمال نظارت بر حکومت بپردازد.

Use of CCTV cameras in government surveillance

Legal oversight is one of the most important types of oversight in public law to examine the scope of authority and the realm of powers. Of the 177 principles of the Constitution of the Islamic Republic of Iran, 18 are related to its oversight tools. Using a descriptiveanalytical method, this article tries to introduce CCTV cameras under the types of mechanical surveillance, in order to prevent the situation of crimes in the field of surveillance by CCTV cameras (Inspection Organization, Court of Administrative Justice, The President and his deputies, the Supreme Leader, the Guardian Council, the Expediency Council, the leadership experts) and the cases not monitored by these cameras (interference in the principle of separation of powers, government powers, the Supreme National Security Council and violations of Principles 3). 4, 20, 25, 37, 40), with the introduction of CCTV cameras with hybrid signals and motorized lenses in a variety of miniature CCTV cameras, antisabotage equipped with WVCW480 system, HD_SDI, WiFi and VCR technology as the best type, in line New and systematic movements with the aim of gaining the people’s satisfaction and increasing the people’s trust in the realization of justice and protection of the nation’s rights in exercising government oversight.
