بررسی و تحلیل شاخص های توسعه امنیت زا در مناطق مرزی (مورد مطالعه: مناطق مرزی غرب کشور)

پایدارترین امنیت در یک کشور برابری در توسعه و تعادل در برخودار از منابع و امکانات توسعه در مناطق آن کشور می‌باشد. بطورکلی توسعه در ابعاد مختلف اجتماعی و اقتصادی زمینه‌ساز و بستر ایجاد امنیت می‌باشد و خود نیز از آن تاثیر می‌پذیرد. اهمیت این امر در مرزهای کشور دوچندان می‌باشد. این مناطق با توجه به موقعیت جغرافیایی و سیاسی خود همواره بستر ناامنی و بروز اختلافات بوده است. مرزهای غربی کشور نیز از این قاعده مثتثنی نبوده و همواره از عدم امنیت رنج میبرند. در این راستا در این مقاله به بررسی شاخص‌های معرف توسعه در شهرستان‌های مرزی غرب کشور پرداخته‌ایم. نوع تحقیق کاربردی و روش آن توصیفی تحلیلی می‌باشد. برای تجزیه و تحلیل داده‌ها و اطلاعات نیز از روش تصمیم‌گیری چند معیاره ویکور و محیط نرم افزای arc gis بهره گرفته شده است. یافته‌های تحقیق نشان می‌دهد، بیشتر شهرستان‌های غرب کشور به توجه به شاخص‌های مورد مطالعه وضعیت بهتری ندارند. همچنین این شهرستانها در مقایسه با دیگر شهرستانهای استانهای مورد نظر نیز دارای وضعیت بهتری نبودند. مقایسه تطبیقی شهرستانهای محروم در سال 1381 با وضعیت کنونی شهرستانها نیز نشان داد این شهرستانها بعد از گذشت چندین سال هنوز هم از محرومیت و نبود امکانات توسعه رنج می‌برند. بدن ترتیب بستر ناامنی در این مناطق حساس از کشور فراهم میگردد. علاوه براین این امر باعث عدم تعادل توسعه در میان مناطق کشور گردد. لذا جهت جلوگیری از عدم تعادل در مناطق کشور لزوم توجه جدی مسولین به این مناطق اعطای تسهیلات و بودجه‌های مکفی جهت پیشرفت اقتصادی و اجتماعی در این مناطق لازم و ضروری است.

Investigation and analysis of security development indicators in border areas (Case study: western border areas of Iran)

The most stable security in a country is equality in development and balance in having resources and development facilities in the regions of that country. In general, development in various social and economic dimensions is the basis and bedrock of creating security and is also affected by it. This is doubly important at the country’s borders. Due to their geographical and political location, these areas have always been a breeding ground for insecurity and conflicts. The western borders of the country are no exception to this rule and always suffer from insecurity. In this regard, in this article, we have studied the indicators of development in the western border cities of the country. The type of applied research and its method is descriptiveanalytical. Vikor multicriteria decision making method and ARC GIS software environment have been used to analyze the data and information. The research findings show that most of the western cities of the country are not in a better situation according to the studied indicators. Also, these cities did not have a better situation compared to other cities in the provinces. Comparative comparison of deprived cities in 2002 with the current situation of cities also showed that after several years, these cities still suffer from deprivation and lack of development facilities. The body provides the bed of insecurity in these sensitive areas of the country. In addition, this will cause an imbalance of development among the regions of the country.
