رتبه‌بندی استان‌ها در حوزه امنیت اقتصادی با استفاده از تکنیک تاپسیس

امنیت اقتصادی چهره جدید و مهم امنیت در دنیای معاصر است که در همه سطوح فردی، اجتماعی و ملی توجه نظریه‌پردازان حوزه امنیت را به خود جلب کرده است. جمهوری اسلامی ایران، به‌عنوان کشوری با موقعیت راهبردی، در دنیای معاصر همواره در معرض انبوهی از تهدیدات در سطوح فروملی، ملی و فراملی است. استان‌های کشور در حوزه اقتصادی دارای ظرفیت‌ها و اهمیت متفاوتی هستند و به دنبال آن تهدیدات و ایجاد امنیت اقتصادی نیز در آن دارای رتبه و اهمیت متفاوتی است. آنچه بیش از هر چیز دیگر برای تامین امنیت اقتصادی استان‌ها لازم به ‌نظر می‌رسد توجه ویژه به شناسایی و احصای تهدیدات امنیت اقتصادی و تلاش در جهت مقابله با این تهدیدات است و با توجه ‌به محدودیت زمان و منابع مالی و انسانی برای مقابله با این تهدیدات، اولویت‌بندی دقیق استان‌ها در این حوزه برای مسئولین مرتبط با امنیت داخلی اهمیت فراوانی دارد. درنتیجه این تحقیق با هدف رتبه‌بندی استان‌ها در حوزه امنیت اقتصادی انجام ‌شده است. برای رسیدن به این هدف ابتدا شاخص‌هایی که می‌توانند استان‌ها را از لحاظ اهمیت اقتصادی رتبه‌بندی نمایند، با استفاده از مطالعات کتابخانه‌ای، پرسشنامه و تکنیک دلفی به ‌دست ‌آمده و ضمن مشخص کردن وزن (اهمیت) هر شاخص، با استفاده از تکنیک تاپسیس مبادرت به رتبه‌بندی استان‌ها گردیده است. در انتها نیز با توجه به نظرات خبرگان و نمره به‌دست‌آمده، استان‌ها در حوزه اهمیت امنیت اقتصادی به چهار دسته درجه‌بندی‌ شده‌اند.

Ranking of provinces in the field of economic security using TOPSIS technique

Economic security is a new and important face of security in the contemporary world that has attracted the attention of security theorists at all levels of individual, social and national level. The Islamic Republic of Iran, as a country with a strategic position, is constantly exposed to a multitude of threats at the national, transnational, and transnational levels in the contemporary world. The provinces of the country have different capacities and importance in the economic field, and therefore the threats and creation of economic security are of different rank and importance. What is most needed to secure the provinces’ economic security is special attention to identifying and identifying economic security threats and trying to counter these threats, and given the time and financial and human resources available to address these threats, prioritize. Precision provinces are of great importance in this area. The purpose of this research is to rank the provinces in the field of economic security. To achieve this goal, first, indicators that can rank provinces in terms of economic importance are obtained through library studies, questionnaires and Delphi techniques, while identifying the weight (importance) of each index, using the TOPSIS scientific method to rank provinces. Effortless. Finally, according to the experts’ opinion and the score obtained, the provinces are classified into four categories in terms of the importance of economic security.
