احصاء، ارزیابی و تحلیل شکاف ابعاد نظام رصد، پایش و هشداردهی سایبری از منظر امنیت ملی

امروزه با توجه به گسترش روزافزون فضای سایبری در حوزه‌های اقتصادی، سیاسی، فرهنگی و نظامی در سطح کشورها، تاثیرگذاری آن بر امنیت ملی غیر قابل انکار است. لذا یکی از محورهای اصلی تهدید امنیت ملی در عصر ارتباطات و جهانی‌شدن برای کشورها حوزه سایبر است. با توجه به اینکه بخش قابل ‌توجهی از وقایع گذشته در حوزه سایبر ناظر به ایجاد ناامنی و تهدیدات امنیتی که قابلیت ایجاد اخلال در نظم عمومی جامعه به‌عنوان یکی از عناصر امنیت ملی را داشته، بوده است؛ وجود نظامی منسجم به‌منظور تعیین نقش حاکمیت، جهت‌دهی فعالیت‌های اجرایی و هماهنگی، نظارت و هدایت بخش‌های درگیر، جهت پایش روند تحولات فضای سایبری با رویکرد امنیت ملی بیش‌ازپیش ضروری به نظر می‌رسد. نظام رصد، پایش و هشداردهی سایبری کشور با رویکرد امنیت‎محور، ضمن مدیریت تهدیدات ملی و بین‌المللی با تسهیل امور و توانمندسازی حوزه‌های مختلف، زمینه‌ساز گسترش حوزه نفوذ در عرصه‌های مختلف می‌شود. بر این اساس هدف پژوهش پیش‎رو، احصاء ابعاد نظام رصد، پایش و هشداردهی سایبری از منظر امنیت ملی و تبیین شکاف بین وضعیت موجود و وضعیت مطلوب آن است. اولویت‌بندی پرداختن به هر یک از این ابعاد به‌منظور نیل به وضعیت مطلوب نیز بخش دیگری از اهداف این پژوهش است. با توجه به موضوع و هدف پژوهش، نوع تحقیق کاربردی توسعه‌ای[1] است و از نظر اجرا توصیفیتحلیلی است. درنهایت ابعاد نظام به ترتیب اولویت فرهنگی، اجتماعی، دیپلماسی، دفاعیامنیتی، اقتصادی، سیاسی و علم و فناوری احصاء می‌شود. تحلیل‌ها نشان می‌دهد که بین وضع مطلوب و وضع موجود ابعاد نظام رصد، پایش و هشداردهی سایبری از منظر امنیت ملی، تفاوت قابل ‌توجهی وجود دارد.

Enumerate, Assessment, and Gap Analysis of the Dimensions of Cyber Observation, Monitoring and Warning System from the Perspective of National Security

Nowadays, due to the increasing scope of cyber space in the economic, political, cultural and military scopes at the national level, its impact on national security is undeniable. Therefore, one of the main axes of the national security threat in the era of communications and globalization for countries is the cyberspace. Whereas a significant portion of past cyberrelated incidents have been linked to the creation of insecurity and security threats that could disrupt public order as an element of national security; The existence of a coherent system to determine the role of the sovereignty, to direct executive activities and coordination, Supervision and leading the involved departments, to monitor the evolution of cyberspace with a national security approach seems more necessary than in the past. Iran’s cyber observation, monitoring and warning system, with a securitycentric approach, while managing national and international threats, facilitating the deployment and empowerment of different domains paves the way for the expansion of the sphere of influence in different fields. Accordingly, the purpose of the present study is to enumerate the dimensions of the cyber observation, monitoring and warning system and to clarify the gap between its present and desired status. Prioritizing addressing each of these dimensions in order to achieve the desired situation is also another part of the objectives of this study. According to the subject and purpose of the research, the type of research is applieddevelopmental and it is descriptiveanalytical in terms of performance. Finally, the dimensions of the system are presented in the order of cultural, social, diplomatic, defensesecurity, economic, political, and science and technology priorities. Also the analysis shows that there is a significant difference between the desirable and the present statusof the dimensions of cyber observation, monitoring and warning system from the perspective of national security.
