تبیین نقش شبکه ملی اطلاعات در مدیریت فرصت‌ها و تهدیدهای فضای مجازی کشور

شبکه ملی اطلاعات به‌منظور کاهش وابستگی به شبکه جهانی اینترنت و ارائه خدمات مناسب، امن و ارزان در فضای مجازی طرح‌ریزی ‌شده است. این شبکه، دارای فرصت‌های فراوانی ازجمله تسریع در عرضه محتوا، اطلاعات و دانش، تسهیل و فراگیری خدمات الکترونیکی، کاهش هزینه‌ها، افزایش سلامت اداری، ایجاد و استفاده از موتور جستجو، شبکه‌های اجتماعی، رایانش ابری بومی و... می‌باشد. ایجاد و ارتقاء شبکه ملی اطلاعات منجر به امنیت اطلاعات، کاربران، حفظ حریم خصوصی و قطع وابستگی به کشورهای بیگانه می‌گردد؛ اما در کنار تمام مزایای مذکور، این شبکه دارای تهدیدهای متعددی است که در صورت عدم توجه به آن، علاوه بر اینکه امنیت اطلاعات و کاربران را دچار چالش می‌کند، منجر به هدررفت هزینه‌ها و درنهایت تضعیف امنیت ملی خواهد شد. تامین امنیت فضای سایبر به‌منظور حفاظت از سرمایه‌های سایبری و صیانت از منافع ملی در راستای امنیت ملی کشور از دغدغه‌های مهم حاکمیت است، این امر مهم محقق نمی‌گردد مگر با مدیریت فرصت‌ها و تهدیدهای فضای مجازی از طریق شبکه ملی اطلاعات. تحقیق حاضر از نظر هدف، کاربردی و از نظر ماهیت و روش گردآوری داده‌ها، توصیفی است. در این تحقیق با استفاده از روش کتابخانه‌ای نسبت به جمع‌آوری داده‌ها و دسته‌بندی آن‌ها اقدام شده و از طریق پرسشنامه محقق‎ساخته و جامعه آماری با حجم نمونه برابر فرمول کوکران 96 نفر محاسبه و اطلاعات جمع‌آوری شده و مورد ارزیابی قرار گرفته است. با استفاده از نرم‌افزارهای تحلیل داده، لیزرل و spss روایی و پایایی به تصویب رسیده و نتایج حاکی از آن است که میانگین فرصت‌های فضای مجازی با بار عاملی 88.45 و میانگین تهدیدهای فضای مجازی با بار عاملی 87.89 از طریق شبکه ملی قابل مدیریت است و درنهایت پیشنهادهای کاربردی در پایان ارائه ‌شده است.

Explaining the role of national information network in managing the opportunities and threats of cyberspace in the country

The National Information Network is designed to reduce the dependency on the global Internet network and provide convenient, secure, and inexpensive services in cyberspace. This network has many opportunities, including quick provide content and information and knowledge, facilitate electronic services, reduce costs, increase administrative health, create and use search engine, social networks, national cloud computing, and more. The creation and promotion of a national information network will result in information security, users security, privacy and disconnection of other countries. But besides those opportunities, this network has numerous threats so that, if not addressed, will endanger the security of information and users, will lead to cost wasting and will undermine national security. Cyberspace security in order to protect cyber properties and to safeguarde national interests in line with national security is one of the major concerns of the governance. this will be achieved through the opportunities and cyberspace threats management by means of the National Information Network. This paper in terms of purpose is Practical and in terms of nature and data collection method is descriptive. In this research, the library method was used to data collection and then categorized them.in order to evaluation a researchermade questionnaire, sample volume 96 calculated via Cochran’s formula was used. The Validity and Reliability is checked using the Lisrel and SPSS softwares and the results indicate that the average of cyberspace opportunities with 45/88 factor load values and cyberspace threats with 89/87 factor load values are managable through the National Information Network.Finally, practical suggestions are presented at the end.
