ارائه مدل مفهومی همکاری‌های بین‌المللی با رویکرد تقویت دفاع سایبری کشور (بر اساس نظریه‌پردازی داده‎بنیاد)

وابستگی روزافزون زیرساخت‌های حیاتی کشور به فضای سایبری (مجازی)، زمینه‌ساز افزایش آسیب‌پذیری ناخواسته کشور در برابر حملات و تهدیدهای سایبری شده است و با مروری بر تهدیدات دفاعی و امنیتی مهم کشور در سال 1397 و پس ‌از آن، تهدید مثلث آمریکا، رژیم صهیونیستی و عربستان سعودی قابل ‌توجه بوده و می‌تواند در فضای سایبر نیز به‌صورت حملات سایبری بروز نماید؛ لذا تقویت دفاع سایبری کشور اجتناب‌ناپذیر خواهد بود و بهره‌گیری از همکاری‌های بین‌المللی می‌تواند نقش موثری در این مهم داشته باشد (به دلیل ماهیت فراملی فضای سایبر). پژوهش حاضر، با هدف ارائه مدل مفهومی همکاری‌های بین‌المللی با رویکرد تقویت دفاع سایبری کشور، ضمن جستجو و شناسایی عوامل اثرگذار در دفاع سایبری کشور، دیدگاه‌های مختلف را در خصوص همکاری بین‌المللی مورد بررسی قرار داده است و با تجزیه‌وتحلیل داده‌های کیفی حاصل، به روش نظریه‌پردازی داده‎‌بنیاد (گراندد تئوری) در نرم‌افزار مکس کیودا[1]، ابعاد، مولفه‌ها و شاخص‌های قابل ‌توجه را احصاء نموده و ضمن ارزیابی تاثیر آن‌ها بر دفاع سایبری کشور و تجمیع یافته‌ها، مدل مفهومی مورد نظر را ارائه می‌نماید. نتایج نشان می‌دهد که همکاری بین‌المللی می‌تواند در سه بُعد قابلیت بازدارندگی (ثبات نظر، اعتبار، قابلیت و ارتباط)، قابلیت پدافند (پدافند غیرعامل و پدافند عامل) و قابلیت برگشت‌پذیری (مقاومت، قابلیت اطمینان، افزونگی و پاسخ و بازیابی)، در تقویت دفاع سایبری کشور نقش داشته باشد.

Presenting a Conceptual Model of International Cooperation with the Approach to Enhance Cyber Defense)Based on the Grounded Theory(

< p >The growing dependence of the country’’s vital infrastructure on cyber space (virtual) has led to an increase in unwanted vulnerability of the country to attacks and cyber threats. And with the review of the country’’s major defensive and security threats in 1397 and after that, the threats of the US triangle, the Zionist regime and Saudi Arabia, which can be cyberattacked as cyberattacks, will inevitably strengthen the cyber defense of the country. And the use of international cooperation could play an important part in this (due to the transnational nature of cyberspace). The purpose of this study, with the aim of presenting a conceptual model of international cooperation with the approach of strengthening cybersecurity in the country, while looking for and identifying effective factors in cyber defense of the country, has examined different perspectives on international cooperation and analyzes the obtained qualitative data by by grounded theory in MaxQDA software, measures dimensions, components and indicators, and evaluates their impact on cyber defense of the country and aggregation of the findings, provides a conceptual model. The results show that international cooperation can address the three dimensions of deterrence (consistency, reliability, capability and communication), capabilities (inactive defense and agent defense), and reversibility (resilience, reliability, redundancy and response, and recovery), To strengthen cyber defense of the country.
