تحلیل اهداف وزارت اطلاعات بر اساس گفتمان ولایت‌فقیه، قانون اساسی و تجارب جمهوری اسلامی ایران

در این مقاله به تشریح و تبیین اهداف در وزارت اطلاعات به عنوان مادر و محور اطلاعات در جمهوری اسلامی ایران بر اساس گفتمان ولایت‌فقیه، قانون اساسی و تجارب کارکنان وزارتخانه پرداخته شده است. بر پایه این مسئله، سوال تحقیق چنین است چگونه می‌شود اهداف وزارت اطلاعات را بر اساس گفتمان ولایت‌فقیه، قانون اساسی و تجارب جمهوری اسلامی ایران تحلیل کرد؟هدف اصلی تحقیق، تحلیل اهداف وزارت اطلاعات بر پایه داده های کیفی است. نوع تحقیق کاربردی توسعه ای و از روش نظریه زمینه ای استفاده شده است که با بهره گیری از مصاحبه با نخبگان و مطالعات اسناد بالادستی انجام پذیرفته است.نتایج مقاله حاکی است، وزارت اطلاعات طیف وسیعی از اهداف، اعم از؛ تقویت، تداوم، حفاظت و تحکیم انقلاب اسلامی، دستگاه اطلاعاتی پیشرفته در ابعاد مختلف، تقویت و تامین امنیت محیطی و محیط امنیتی، توسعه مقابله اطلاعاتی، جلوگیری از غافلگیری، حفظ و پشتیبانی اطلاعاتی از تصمیمات ملی، هشدارسازی در ابعاد مختلف، کمک به تقویت شفافیت اهداف و جلوگیری از تداخل اهداف امنیتی، پیامدهایی نظیر؛ ظهور معانی جدید اهداف امنیتی و تقویت روحیه آرمان‌گرایی و انقلابی را در برگرفته است.

Goal analysis of ministry of intelligence based on Velayate Faqih discourse, the constitution and experiences of Islamic Republic of Iran

This paper explains the goals of ministry of intelligence as the pillar of intelligence in Islamic Republic of Iran based on Velayate Faqih discourse, the constitution and experiences of the staff of the ministry. Based on this problem the main question of the research is this: “How is it possible to analyze ministry of intelligence goals based on Velayate Faqih discourse, the constitution and experiences of Islamic Republic of Iran?”The main purpose of the research is to analyze the ministry of intelligence goals based on qualitative data. The type of research is applied and developmental, and Grounded Method Theory (GMT) is used in the research.The paper’s findings suggest that the ministry of intelligence has a wide range of goals, such as: enforcement, persistence, protection and stabilization of Islamic revolution, to progress to an advanced intelligence system in different aspects, enforcement and providing environmental security and security environment, developing intelligence contest, surprise prevention, to maintain and support national decisions, to alert in different dimensions, to enhance the transparency of goals and avoid overlapping security goals and to reinforce the idealistic and revolutionary spirit..
