طراحی نظام آینده‌پژوهی امنیت وزارت دفاع و پشتیبانی نیروهای مسلح

غافلگیری امنیتی بخش دفاعی ناشی از تهدیدات دشمن و همچنین رفتارهای پرخطر امنیتی ودجا و شبکه همکاران آن، مسئله اصلی این پژوهش است. هدف این پژوهش ارائه نظامی برای آینده‌پژوهی وزارت دفاع برای رفع این مسئله است. ضعف در این خصوص موجب تداوم غافلگیری و بروز خسارت‌های امنیتی از جمله ترور، افشاء اطلاعات، خرابکاری و غیره است. به منظور دستیابی به نظام مورد نظر مجموعاً 63 نظام مختلف از جمله آینده‌پژوهی و نظام‌های رایج در مباحث حقوقی و همچنین مدیریتی از میان ادبیات علمی مرتبط مورد بررسی قرار گرفت و مبتنی بر آن و همچنین مباحث امنیت در حوزه وزارت دفاع، چارچوب و الگوی مفهومی پژوهش استخراج شد. سپس از طریق انجام مصاحبه نیمه‌باز با 26 نفر از متخصصین، نتایج مورد سنجش قرار گرفت. افراد به روش غیرتصادفی، هدفمند و سهمیه‌ای انتخاب شدند. اظهارات افراد پس از اشباع نظری، تحلیل مضمون شد و 61 گزاره اصلاحی در قالب 10 مضمون فراگیر، 32 مضمون سازمان دهنده و 128 مضمون پایه حاصل شد. دستاورد پژوهش، نظامی است که سازوکار تمرکز بر مراجع امنیت و بازیگران محیط امنیتی ودجا و آگاهی از آینده آن‌ها را فراهم می‌آورد. نظام ارائه شده دارای ابعاد ورودی، عملیات، خروجی، محیط و ارکان جهت ساز و همچنین مولفه‌هایی شامل: سازمانی، انسانی، مراجع امنیت، محیط نگاری، فرآیندها، الزامات عملیات، نتایج، پیامدها، محیط زمینه‌ای و وظیفه‌ای و زیرساختی است که مولفه‌های احصاء شده از طریق 35 جزء و 91 مصداق تبیین شده است.

Designing Futures Studies System For Security M.O.D(Ministry Of Defense And Armed Forces Logistics)

Abstract The security amazement of the defense sector as a result of enemy threats, as well as highrisk behaviors, and the network of its colleagues, is the main issue of this study. The purpose of this study is to provide a military platform for the Department of Defense Future Studies to address the issue. The weakness in this regard results in continued neglect and security damage, including assassination, disclosure of information, vandalism, and so on. In order to achieve the desired system, a total of 63 different systems, including futures studies and common systems in legal issues as well as management among related scientific literature, were studied and based on it, as well as the security issues in the field of the Ministry of Defense, the framework and pattern The concept of research was extracted. The results were then evaluated through a semiopen interview with 26 specialists. Individuals were selected randomly, purposefully and by proportions. Individual remarks after theoretical saturation were analyzed and 61 corrective propositions were made in the form of 10 general themes, 32 organizing themes and 128 basic themes. A research achievement is a system that provides a mechanism for focusing on security authorities and actors in the security environment and on the awareness of their future. The proposed system has the dimensions of input, operation, output, environment and organizational components, as well as components including: organizational, human, security authorities, environment, processes, operational requirements, outcomes, outcomes, field and task environment and infrastructure. The components of the figure are explained through 35 components and 91 cases.
