شناسایی علل آسیب‌پذیری و ارزیابی نیازهای افراد دارای معلولیت قبل، حین و بعد از بلایای سیل و زلزله: مرور دامنه با رویکرد تحلیل مضامین

زمینه: افراد دارای معلولیت نسبت به سایر گروه‌های انسانی در برابر حوادث و بلایا آسیب‌پذیری بیشتری دارند و اغلب خدمات و حمایت‌های ارائه‌ شده به این گروه از افراد کافی نیست. هدف از این مطالعه مرور دامنه، تعیین علل آسیب‌پذیری و ارزیابی نیازهای افراد دارای معلولیت با گردهم ‌آوردن متون مرتبط منتشر شده در این زمینه است. در این مطالعه، سیل و زلزله که از حوادث و بلایای شایع هستند و احتمال وقوع آن‌ها در بسیاری از مناطق وجود دارد، مورد بحث قرار گرفته ‌است. مواد و روش‌ها: کلیه مقالات با کلمات کلیدی تعیین ‌شده از پایگاه‌های اطلاعاتی pubmed ,web of science و scopus و پایگاه‌های فارسی جمع‌آوری شد. پس از حذف مطالعات تکراری، 360 مقاله باقی ماند. در ابتدا مقالات بر اساس عنوان و چکیده مورد بررسی قرار گرفت و سپس متن کامل مقالات باقیمانده مورد بررسی قرار گرفت. در نهایت 15 مقاله انتخاب شدند. یافته‌ها: بررسی این مقالات نشان داد که آسیب‌پذیری افراد دارای معلولیت عمدتاً به دلیل عدم آگاهی و آمادگی لازم در حوادث و بلایا می‌باشد. همچنین فقدان سیاست‌ها و برنامه‌های خاص با توجه به نیازهای دقیق این گروه از افراد نیز قابل‌ توجه است.نتیجه‌گیری: افزایش آگاهی و اجرای تمرین‌های مرتبط با نیازهای این گروه از افراد می‌تواند موثرترین راه برای کاهش آسیب‌پذیری در برابر بلایا باشد.

identifying the causes of vulnerability and assessing the needs of disabled people before, during and after flood and earth-quake: thematic scoping review

background: people with disabilities are more vulnerable to accidents and disasters than the general population, and the assistance they receive is often inadequate. this scoping review aims to identify the factors contributing to their vulnerability and assess the needs of people with disabilities through synthesizing thematic method. this study discusses common disasters, such as floods and earthquakes, which are likely to occur in various regions.materials and methods: for this purpose, all the articles with the determined keywords were collected from databases: pubmed, web of science, scopus, and persian databases (sid.ir, magiran). after removing the duplicate records, 360 articles remained. the articles were initially reviewed based on their title and abstract, and then the full text of the remaining articles was reviewed. ultimately, 15 studies entered analysis.results: the findings revealed that the vulnerability of people with disabilities is primarily due to a lack of awareness and preparedness regarding the necessary measures and precautions to be taken during accidents and emergencies. the absence of specific policies and programs for their unique needs is also notable.conclusion: enhancing awareness and implementing preparedness drills can be the most effective strategies to reduce the vulnerability of this population
