چالش‌های مدیریت تغذیه در بحران سیل استان گلستان (سال 1398): یک مطالعه کیفی

زمینه و هدف: یکی از اقدامات مهم در وقوع بحران و بعد از آن، مدیریت تغذیه مردم آسیب دیده است. بحران سیل و آب‌گرفتگی شهرها و روستاهای حاشیه گرگانرود استان گلستان در ابتدای سال 1398 اتفاق افتاد. این مطالعه به منظور تبیین چالش‌های مدیریت تغذیه در بحران سیل استان گلستان انجام شد.روش بررسی: در این مطالعه کیفی، 31 نفر از مردم سیل زده، مدیران و کارشناسان شهری و استانی دخیل در مدیریت بحران به روش نمونه‌گیری مبتنی بر هدف انتخاب شدند. داده‌ها با استفاده از راهنمای مصاحبه و به روش مصاحبه عمیق نیمه ساختار یافته جمع‌آوری شد. داده‌ها پس از ضبط و پیاده‌سازی، به روش تحلیل محتوی و با استفاده از نرم افزار atlas.ti 8.3 آنالیز شدند.یافته‌ها: چالش‌های مدیریتی تغذیه در بحران سیل شامل برنامه‌ریزی، سازماندهی، هماهنگی و کنترل و ارزیابی بودند. چالش‌های اجرایی و عملکردی مدیریت تغذیه در بحران سیل شامل تهیه غذا، توزیع غذا و نظارت تعیین شدند. سایر چالش‌ها شامل چالش‌های سیاستی، اقتصادی، فرهنگی و اکولوژیکی و زیست محیطی بودند.نتیجه‌گیری: اکثر پاسخگویان بر بی نظمی و آشفتگی مدیریت تغذیه در بحران سیل تاکید داشتند و آن را ناشی از چالش‌های مدیریتی، اجرایی و عملکردی، سیاستی، اقتصادی، فرهنگی و اکولوژیکی می‌دانستند.

Challenges of Nutrition Management in the Flood Crisis of Golestan Province in North of Iran during 2019: A Qualitative Study

Background and Objective: One of the most important attempts in crisis is the nutrition management of affected people during and following the disaster. In March 2019, floods occurred in towns and villages on the outskirts of the Gorganrood River in Golestan province, northern Iran. This study conducted to explain the challenges of nutrition management in the flood crisis of Golestan province.Methods: In this qualitative study, 31 people affected by floods, urban and provincial managers and experts involved in crisis management were selected by purposive sampling method. Data were collected using an interview guide and semistructured indepth interviews. Data were recorded and transcribed and analyzed using the content analysis method and Atlas.ti 8 software.Results: The managerial challenges included planning, organization, coordination, control, and evaluation. The executive challenges contained food preparation, food distribution, and monitoring. The other challenges included political, economic, cultural, and ecological challenges.Conclusion: Most of the respondents emphasized the irregularity and confusion in nutrition management during the flood and considered it as a result of managerial challenges, executive challenges, political, economic, cultural and ecological challenges.
