سنجش مولفه‌های ارتقای محیط‌ زیست هوشمند در نواحی منطقه‌ 12 تهران

در حال حاضر، محیط ‌زیست هوشمند و ارتقای آن یکی از موضوعات مهم در حوزه‌ حفاظت از محیط ‌زیست است. اتحادیه‌ اروپا به‌عنوان یک سازمان بین‌المللی، شاخص‌هایی را برای سنجش و ارزیابی اقدامات و تلاش‌ها جهت ارتقای محیط زیست هوشمند تعیین کرده است؛ ازاین‌رو هدف پژوهش حاضر، سنجش مولفه‌های ارتقای محیط زیست هوشمند بر اساس شاخص‌های کمیسیون اتحادیه‌ اروپا در محلات منطقه‌ 12 تهران است. پژوهش حاضر از نظر هدف کاربردی و از نظر ماهیت، توصیفی- تحلیلی  است که با به‌کارگیری ترکیبی از مدل‌های کمی و کیفی انجام‌گرفته است. شیوه‌های جمع‌آوری داده در این تحقیق، اسنادی- کتابخانه‌ای و میدانی است. جامعه‌ آماری تحقیق را 60 نفر از کارشناسان با استفاده از تکنیک «دلفی» تشکیل داده‌اند. در نهایت جهت تجزیه‌وتحلیل متغیرها از روش «مارکوس» و معادلات ساختاری بهره گرفته شد. نتایج نشان می‌دهد شاخص‌های محیط‌ زیست هوشمند به لحاظ اهمیت به همدیگر متفاوت هستند. براین‌اساس؛ شاخص محیط‌ زیست و آلاینده‌های زیست‌محیطی با میانگین رتبه ای 81/1 بالاترین امتیاز و شاخص برنامه‌ریزی سبز با امتیاز 1.06 پایین‌ترین امتیاز را دارا است. همچنین نتایج نشان می دهد که سطح معناداری به‌دست‌آمده از آزمون «فریدمن» کمتر از 05/0 است، درنتیجه بین شاخص‌های محیط‌ زیست هوشمند در سطح نواحی 6گانه‌  منطقه‌ دوازده تهران در سطح 95 درصد اطمینان تفاوت وجود دارد. همچنین باتوجه‌به مثبت‌بودن شاخص اشتراک و شاخص افزونگی و سه مقدار 0.01، 0.25، 0.36 که به‌عنوان مقادیر ضعیف، متوسط و قوی برای «gof» معرفی ‌شده است و حصول مقدار 0,50 برای «gof»، برازش مناسب مدل تایید می گردد. نتایج تحلیل «مارکوس»  هم  نشان می‌دهد ناحیه 4 در بعد‌های مختلف حفاظت از محیط ‌زیست و مدیریت منابع طبیعی، وزن بیشتری دارد و نواحی دیگر نیز در بعضی از ابعاد، تاثیر متفاوتی دارند.

measuring the components of smart environment promotion in the 12th district of tehran

currently, the smart environment and its promotion is one of the important issues in the field of environmental protection. the european union, as an international organization, has set indicators to measure and evaluate actions and efforts to promote a smart environment. therefore, the present study aims to measure the components of smart environment improvement based on the indicators of the european union commission in the neighborhoods of the 12th district of tehran. the current research is applied in terms of its descriptive-analytical nature, which was carried out by using a combination of quantitative and qualitative models. the methods of data collection in this research are documentary-library and field. the statistical population of the research was formed by 60 experts using the delphi technique. finally, the marcus method and structural equations were used to analyze the variables. the results show that the indicators of the smart environment are different from each other in terms of importance. the index of environment and environmental pollutants has the highest score with an average rating of 1.81 and the index of green planning has the lowest score with a score of 1.06. also, the results show that; the significance level obtained from the friedman test is less than 0.05, as a result, there is a difference between the indicators of the smart environment at the level of 6 sub-districts of the 12th district of tehran at the 95% confidence level. also, considering the positivity of the sharing index and the redundancy index and the three values of 0.01, 0.25, 0.36 which are introduced as weak, medium and strong values for gof and obtaining a value of 0.50 for gof, the appropriate fit of the model is confirmed. the results of marcus analysis also show that the 4th region has more weight in different aspects of environmental protection and natural resource management, and other regions have different effects in some dimensions.
